Councilman Leone was first elected to the Peoria City Council in May 1999, representing the Pine District, and was reelected for a second term in 2003. He was reelected to a third, four-year term in September 2007. In August of 2010, Leone was re-elected to a fourth, four-year term, and in 2014, he was elected to a fifth, four year term. Councilman Leone has been a resident of Peoria since 1988. He retired after 20 years as a union manager. He majored in political science at Mt. San Antonio College in Walnut, California, and attended UCLA and Loyola University in Los Angeles, majoring in labor law.

Councilman Leone has achieved the level of Bronze, Silver, Gold, Platinum, and Diamond certification with the National League of Cities Leadership Institute and serves on the Human Development and Leadership Training Committees.

Governor Napolitano appointed Councilman Leone to the Board of Manufactured Housing in 2005, and reappointed him in 2007. He serves on the Impact Fee Ad-Hoc Committee of the City Council and the Peoria Chamber of Commerce Military Affairs Committee. In addition, he has served on the Boards and Commissions and Ethics Committees. He is currently the Councilmember of the Pine District.

Councilman Leone has been active in community affairs, including membership in the Peoria Diamond Club at the Peoria Sports Complex, for the past sixteen years and was a member of the Knights of Columbus. He volunteers with Habitat for Humanity of the West Valley and is a former member of the Country Meadows Lions Club and the Peoria Evening Kiwanis Club.

Councilman Leone has been married to his wife Joan, for 62 years. They have five children, thirteen grandchildren and fifteen great-grandchildren.
