Pavement Management Program

A program of pavement management requires an accurate inventory and current condition rating of every street in the city. In 2017, the City of Peoria commissioned an electronic data collection to verify inventory and provide an assessment of every segment of road. Infrastructure Management Services (IMS) is a company with extensive experience in pavement management throughout the country. They conducted the electronic survey of the roadways and provided the data to the city.

The data is expressed as a numerical factor, known as a pavement condition index (PCI), which rates the surface condition of the road on a scale from 0-100, 0 being the worst and 100 being the best possible condition. This information was entered into our pavement management software to help establish a budget-based prioritization of projects for the next several years. Annual Peoria Streets Improvement Projects

The Surface Treatment Projects scheduled throughout each fiscal year consist of slurry seal, chip seal, micro seal and seal coat applications. (Please note: Applications will vary within each referenced neighborhood). The city's contractor will notify the affected homes with door hangers in advance of the work being performed. Specific instructions will be provided on the door hanger.

Early Waste Collection Notice

All surface treatments applied to roadways in the warmer months will receive early morning trash pickup for at least 30 days after construction is complete. These early pickups are necessary in an effort to preserve and prevent damage to the treatments. By getting the heavy trucks through in the cooler hours, we can help protect the tender new surface. If pavement preservation work is occurring on your street, please have your trash container on the street by 6 a.m. on your designated waste collection day and continue such practice for the following four weeks after the project is complete. The City of Peoria Streets Division appreciates your cooperation in our efforts to deliver the best possible results.

CURRENT PROJECTS

FY20 Sidewalk Repairs - 107th Ave & Happy Valley Pkwy

On Wednesday, January 15, City of Peoria contractor, Bunney’s Inc. will complete concrete repairs on west side of 107th Avenue, directly north of Happy Valley Parkway. There will be a right-turn lane restriction on 107th Avenue, from 8:30 am to 4:00 pm, while the contractor completes this work, weather permitting.

FY20 Electronic Pavement Survey

This winter, City of Peoria contractor, Infrastructure Management Services (IMS) will be electronically surveying the city’s entire street network. The comprehensive data collected from this survey will be used to help prioritize pavement maintenance projects. View more details related to this electronic survey

FY20 Streetlight Pole Replacement & LED Conversion Project

In September, the City of Peoria Streets Division and its contractor, RedHawk Solutions will begin a project to replace aged streetlight poles within the following communities: Long Horn Ranch, Peoria Heights Rancho Estates, Redfield Estates, Promenade, Crown Point, Candlewood Estates, Tierra Norte I & II, Foxwood I & II, Chesapeake Park, Catalina, and Cactus Meadows. As part of the City’s sustainability effort to reduce the impact on the environment through energy conservation, RedHawk will also install light emitting diode (LED) fixtures on these new streetlight poles. This project is slated for completion in the spring of 2020.

Please note there will be lane restrictions throughout these communities while streetlight improvements take place. In addition, there may be temporary street lighting outages during this process; however, outages should not exceed more than one week. The contractor will replace every other streetlight pole to maintain roadway lighting for the public. Once power is restored to the new streetlight poles, the contractor will replace the remaining streetlights.

Affected residents will receive door hanger notifications with additional information related to this project. Please avoid parking near streetlights while construction takes place on the street. Construction will occur Monday through Friday, excluding holidays and weekends. View project map.

FY20 ADA Sidewalk Ramp & Concrete Improvements

In September, City of Peoria contractor, Bunney’s Inc. will be completing ADA sidewalk ramp and concrete improvements within the communities bound by: 71st Avenue, 75th Avenue, Sweetwater Avenue, and Thunderbird Road. There may be temporary lane restrictions throughout this project area while the contractor completes this work; however, access will be maintained for residents and emergency vehicles. Construction hours will take place Monday through Friday from 7:00 am to 4:00 pm, excluding weekends and holidays. These improvements are expected to be complete by the end of February 2020. 

FY20 Crack Seal Pavement Preservation Projects @ Various Locations

In August, the City of Peoria Streets Division and its contractor, Vincon Engineering will begin a project to crack seal various roadways throughout Peoria. These maintenance efforts are an essential part of prolonging the life of our pavement network. There will be lane restrictions while these treatments occur; however, the contractor will maintain access for residents, businesses, and emergency vehicles. UPCOMING PROJECTS

FY20 Large Crack Repair - Olive Avenue

On Monday, February 10, City of Peoria contractor, Nesbitt Contracting, will begin large crack repairs on Olive Avenue, from 75th Avenue to 87th Avenue. This maintenance work will help prepare the asphalt for an upcoming micro seal surface treatment that is expected to take place in March of 2020. Construction will occur during daytime hours. Temporary street restrictions will occur when crews are repairing cracks in front of driveways and cross streets.  Residents and businesses impacted by this maintenance work will receive additional project details before construction begins. Additional information will be available online over the coming weeks.

FY20 Residential Spring Overlay - TBD

In the spring of 2020, City of Peoria contractor, Nesbitt Contracting, will begin an asphalt overlay project in the following communities, Foxwood I & II, Sweetwater Ridge I, II, & III, and Tierra Norte I & II. Construction will occur during daytime hours. Residents within these communities will receive project mailers before construction begins. Additional information will be available online over the coming weeks.

Important Reminders:

Temporary street restrictions will occur when crews are completing the paving process in front of driveways and cross streets. Please observe all signs and barricades, and pay attention to flagmen and police officers in the area. Do not drive on the fresh pavement. Please wait until the equipment and barricades are removed before driving on the newly installed asphalt.

FY20 Bell Road Overlay - TBD

In the spring of 2020, City of Peoria contractor, Nesbitt Contracting, will begin an asphalt overlay project on Bell Road, from Loop 101 to the west-end of city limits. Concrete and ADA sidewalk ramp improvements will be included as part of this project. Construction will occur during nighttime hours. Businesses impacted by this maintenance will receive additional information related to this project before construction begins. Additional information will be available online over the coming weeks.

In the spring of 2020, City of Peoria contractor, ViaSun Corporation, will begin micro seal surface treatments on the roadways shown below. Construction will occur during daytime hours. Residents and businesses impacted by this maintenance work will receive additional project details before construction begins. Additional information will be available online over the coming weeks.

FY20 Slurry Seal Surface Treatments - Postponement 

The City of Peoria Streets Division has been working to prepare the streets within the communities shown below for a slurry seal treatment that was originally expected to take place this fall. Unfortunately, the weather turned, causing the city to encounter significant rain and colder temperatures, which are adverse conditions for the optimal application. As a result, it was determined that the best option at this time is to postpone the slurry treatment until the spring, mostly likely March of 2020. 

We regret this change in the schedule, but we are confident that this is the best option to achieve the desired outcome. Additional information related to this project will become available over the coming months.
