Pavement Management Program

A program of pavement management requires an accurate inventory and current condition rating of every street in the city. In 2017, the City of Peoria commissioned an electronic data collection to verify inventory and provide an assessment of every segment of road. Infrastructure Management Services (IMS) is a company with extensive experience in pavement management throughout the country. They conducted the electronic survey of the roadways and provided the data to the city.

The data is expressed as a numerical factor, known as a pavement condition index (PCI), which rates the surface condition of the road on a scale from 0-100, 0 being the worst and 100 being the best possible condition. This information was entered into our pavement management software to help establish a budget-based prioritization of projects for the next several years. You can view the FY17 Pavement Management Executive Report (PDF), the City’s Project Plan(PDF) and the complete citywide list of street-by-street PCI (PDF) by clicking either of the links provided.

Pavement Preservation/Rehabilitation Project Reminders:

Preparation
Before the pavement preservation and/or rehabilitation project begins; you may see crews completing patch and repair work, utility (manhole) adjustments, striping obliteration, and/or sidewalk repairs.

Notifications
Residents, businesses, and homeowner associations impacted by this maintenance work will receive additional project details before the preservation and/or rehabilitation projects shown below begin.

Early Waste Collection
During construction, please have trash/recycle containers out by 6 AM on the regularly scheduled day. After construction, continue placing your containers out by 6 AM to help preserve the fresh surface.

Traffic Restrictions
Alternating lane restrictions will occur during construction. Plan alternate routes and allow for extra travel time. Please observe all signs and barricades, and pay attention to flaggers and/or police officers in the area. Access to side streets and driveways will be maintained to the extent possible; however, as work crosses side streets/driveways, there will be brief restrictions.

Schedule Delays
In the event of any weather or unforeseen circumstance, the schedule will be adjusted.

Post Construction
Utility (manhole) adjustments may occur. Any preexisting speed humps and tables will be reinstalled. Striping will be reapplied to the roadway.

Protect the Pavement Surface
Do not drive on the fresh asphalt or concrete. Please wait until the equipment and barricades are removed before driving on new surface.
