Pavement Management Program

A program of pavement management requires an accurate inventory and current condition rating of every street in the city. In 2017, the City of Peoria commissioned an electronic data collection to verify inventory and provide an assessment of every segment of road. Infrastructure Management Services (IMS) is a company with extensive experience in pavement management throughout the country. They conducted the electronic survey of the roadways and provided the data to the city.

The data is expressed as a numerical factor, known as a pavement condition index (PCI), which rates the surface condition of the road on a scale from 0-100, 0 being the worst and 100 being the best possible condition. This information was entered into our pavement management software to help establish a budget-based prioritization of projects for the next several years. Annual Peoria Streets Improvement Projects

The Surface Treatment Projects scheduled throughout each fiscal year consist of slurry seal, chip seal, micro seal and seal coat applications. (Please note: Applications will vary within each referenced neighborhood). The city's contractor will notify the affected homes with door hangers in advance of the work being performed. Specific instructions will be provided on the door hanger.

Early Waste Collection Notice

All surface treatments applied to roadways in the warmer months will receive early morning trash pickup for at least 30 days after construction is complete. These early pickups are necessary in an effort to preserve and prevent damage to the treatments. By getting the heavy trucks through in the cooler hours, we can help protect the tender new surface. If pavement preservation work is occurring on your street, please have your trash container on the street by 6 a.m. on your designated waste collection day and continue such practice for the following four weeks after the project is complete. FY20 Slurry Seal & Seal Coat Surface Treatments - Various Communities

Beginning October 7, the City of Peoria Streets Division and its contractor, ViaSun Corporation will begin pavement preservation efforts in the communities shown below. City of Peoria street maintenance crews will be in these communities over the coming months to prepare the roadways receiving these surface treatments. 

There will be alternating lane restrictions throughout each project area; however, the contractor will maintain access for residents, businesses, and emergency vehicles to the best of their abilities. Construction hours will take place Monday through Friday from 8:30 am to 5:00 pm, excluding weekends.

Residences will receive a door hanger notification that includes additional information and instruction related to this maintenance work. To protect the fresh surface, please avoid driving and parking on streets receiving these treatments until cones and traffic control have been removed.

In addition, please have containers out by 6:00 am on scheduled waste collection days, unless otherwise directed. Early waste collections will continue at least 30-days post construction to protect the tender surface and prolong the treatment life cycle.

Completion of this pavement preservation work is slated for November 21, 2019. In the event of an unforeseen circumstance, work may be delayed, but the sequence will remain the same. FY20 Electronic Pavement Survey

This fall, City of Peoria contractor, Infrastructure Management Services (IMS) will be electronically surveying the city’s entire street network. The comprehensive data collected from this survey will be used to help prioritize pavement maintenance projects. View more details related to this electronic survey

FY20 Streetlight Pole Replacement & LED Conversion Project

In September, the City of Peoria Streets Division and its contractor, RedHawk Solutions will begin a project to replace aged streetlight poles within the following communities: Long Horn Ranch, Peoria Heights Rancho Estates, Redfield Estates, Promenade, Crown Point, Candlewood Estates, Tierra Norte I & II, Foxwood I & II, Chesapeake Park, Catalina, and Cactus Meadows. As part of the City’s sustainability effort to reduce the impact on the environment through energy conservation, RedHawk will also install light emitting diode (LED) fixtures on these new streetlight poles. This project is slated for completion in January, 2020.

Please note there will be lane restrictions throughout these communities while streetlight improvements take place. In addition, there may be temporary street lighting outages during this process; however, outages should not exceed more than one week. The contractor will replace every other streetlight pole to maintain roadway lighting for the public. Once power is restored to the new streetlight poles, the contractor will replace the remaining streetlights.

Affected residents will receive door hanger notifications with additional information related to this project. Please avoid parking near streetlights while construction takes place on the street. Construction will occur Monday through Friday, excluding holidays and weekends. View project map.

FY20 ADA Sidewalk Ramp & Concrete Improvements

In September, City of Peoria contractor, Bunney’s Inc. will be completing ADA sidewalk ramp and concrete improvements within the communities bound by: 71st Avenue, 75th Avenue, Sweetwater Avenue, and Thunderbird Road. There may be temporary lane restrictions throughout this project area while the contractor completes this work; however, access will be maintained for residents and emergency vehicles. Construction hours will take place Monday through Friday from 7:00 am to 4:00 pm, excluding weekends and holidays. These improvements are expected to be complete by the end of October, weather permitting. 

FY20 Pavement Rehabilitation & Overlay Projects

Beginning August 19, City of Peoria contractor, ViaSun Corporation will begin rehabilitating 72nd Drive, from Cactus Road to Sweetwater Avenue. They will also be completing an asphalt overly in the Crown Point, Candlewood Estates, Chesapeake Park, Catalina, Promenade, and Cactus Meadows communities.

***UPDATE - Paving operations are expected to resume in the Crown Point and Candlewood Estates communities on October 11, 17 and 18. Moreover, Bloomfield Road, between 69th Drive and 71st Avenue is scheduled to be paved October 17 & 18. Residences on Bloomfield Road and within the above mentioned communities will receive additional information related to these paving efforts.

There will be alternating lane restrictions throughout this project area; however, the contractor will maintain access for residents as best as possible. Temporary restrictions to side streets and driveways will occur throughout various phases of this project. Construction hours will take place Monday through Friday from 6:00 am to 5:00 pm, excluding weekends and holidays. Please have containers out by 6:00 am on scheduled waste collection days, unless otherwise directed. Bulk trash pickups will occur as scheduled.

To protect the fresh surface, please avoid driving and parking on streets until cones and traffic control have been removed. The anticipated completion date for these maintenance activities is October 18, 2019, weather permitting. If additional information is needed, please call the project hotline (623) 670-5727

***Streets within the following communities will be receiving similar maintenance this spring: Foxwood I & II, Sweetwater Ridge Units I, II, & III, as well as Tierra Norte I & II.

FY20 Crack Seal Pavement Preservation Projects @ Various Locations

In August, the City of Peoria Streets Division and its contractor, Vincon Engineering will begin a project to crack seal various roadways throughout Peoria. These maintenance efforts are an essential part of prolonging the life of our pavement network. There will be lane restrictions while these treatments occur; however, the contractor will maintain access for residents, businesses, and emergency vehicles.
