What is a General Plan?

Peoria’s general plan serves as a road map for growth and development over the next 10-20 years. All municipalities are required to have a general plan per Arizona state law, which must be maintained and adopted by public vote every 10 years.

Why is it important?

The general plan is a long-range plan which is used to shape the future of the city by guiding growth and land development in accordance with the city's goals.

Project Timeline

Updating the General Plan has been a multi-year process. Public input has been a key part of the entire process from start to finish in the form of community meetings and workshops, media outreach, email updates, and more.

  • July 18, 2019 - The "60 day" public comment period begins.
  • August 19, 2019 - Open House #2 at 6:00pm at City of Peoria Development and Community Services Building, Point of View Conference Room, 9875 N. 85th Avenue, Peoria, AZ 85345
  • August 21, 2019 - Open House #2 at 6:00pm at Cibola Vista Resort, Trailhead Room, 27501 N Lake Pleasant Rd, Peoria, AZ 85383
  • September 3, 2019 - City Council study session, 5:00pm at Council Chambers
  • September 9, 2019 - Open House #3 at 6:00pm, Sunrise Mountain Library, 21109 N. 98th Ave., Peoria, AZ 85382
  • September 16, 2019 - Open House #4 at 6:00pm at City of Peoria Development and Community Services Building, Point of View Conference Room, 9875 N. 85th Avenue, Peoria, AZ 85345
  • September 16, 2019 - Public comment period closes.
  • October 3, 2019 - Planning and Zoning Commission Meeting, 6:30pm at Rio Vista Recreation Center 8866 W. Thunderbird Road, Peoria AZ 85381
  • October 17, 2019 - Planning and Zoning Commission Meeting, 6:30p.m. in the City Council Chambers at 8401 West Monroe Street, Peoria, AZ 85345
  • November 12, 2019 - Peoria City Council meeting, 7:00pm at Council Chambers.
  • May 19, 2020 - General Plan placed on November 3, 2020 ballot.
    • Minor General Plan Amendments will be reviewed, but not scheduled for Planning and Zoning Commission or City Council discussion or action.
  • November 3, 2020 - General Plan ratification

What's in Peoria's 2040 General Plan?

In 2040, Peoria is a safe, connected, engaged, vibrant, and livable community that emphasizes fiscal responsibility and thoughtful growth to ensure a healthy city for all citizens.

Peoria's last General Plan Update was approved in 2010. Peoria’s new plan is has been completely updated and is designed around six livability goals. The new plan addresses a multitude of topics such as water resources, land use, housing, transportation and more.


Healthy Neighborhoods

Healthy Neighborhoods
To protect and enhance the health, safety, and general welfare of Peoria’s citizens, workers, and visitors by integrating health-promoting design and development practices at the building or project scale. Elevating the vitality of the people by promoting health and wellness in the built environment enhances both property and community values.

Arts, Cultural, and Recreational Entertainment

Arts, Culture, & Recreational Enrichment
This chapter is intended to enhance the availability and accessibility of the arts for all residents, preserve important historic and cultural elements that make Peoria unique, activate the human spirit through social and physical connections, and provide educational opportunities for lifelong learning.

Economic Prosperity

Economic Prosperity
To increase the wealth and quality of living for all with policies that supports a diverse, innovative, competitive, entrepreneurial, and sustainable economy. Peoria recognizes that the economic health of the City influences the physical development and the overall health of the community, along with determines its capacity to fund essential services.

Superior Public Services

Superior Public Services
To provide superior levels of public facilities and services in a responsible, reliable, safe, and compassionate manner. In order to sustain existing households and businesses and to accommodate future population and employment growth, public facilities and services will need to be strategically located, and regularly improved, expanded, and maintained.

Smart Growth

Smart Growth
To guide future growth and development into a sustainable citywide development pattern, while maintaining or enhancing quality of life in our communities. Growth should be at a desired scale and character that is consistent with the social, economic and aesthetic values of the City.

Integrated Transportation

Integrated Transportation
To holistically create a seamless network of mobility choices, through acknowledgement and dedication to continuing to foster and grow the on-street roadways, off-street shared use paths, transit options, and plan for advancing technologies. Transportation should be considered for all modes of travel and universally accessibility.
