The process for obtaining a building permit in Peoria, AZ will depend on the scope of your project. For most projects, you will need to submit civil and/or building plans for review prior to obtaining a building permit.

Site Development (Engineering)
Plan Review
The civil plan review process helps ensure compliance with various codes, ordinances and standards. Below are checklists and guidelines for the preparation of civil plans that may be required for a project. All plans submitted for review must be accompanied by a submittal application (PDF).

Expedited Plan Review
Expedited plan review may be available upon request. Availability is based on staffing levels and current workload. Customers must have pre-authorization from the engineering supervisor and must pay all required fees at time of submittal. An expedited plan review request form (PDF) must be completed and submitted to the engineering counter for processing.
Over the Counter Plan Review
Over the counter plan review for residential water and sewer tap permits, as well as third civil plan reviews (with civil reviewer’s consent) is available by appointment Tuesday mornings (8 a.m. - 11:30 a.m.) and Wednesday afternoons (2 p.m. - 5:30 p.m.). Your request must be submitted online. Schedule an over the counter plan review online. Same day appointments and walk-ins are not available at this time. Once you have submitted your request, 30-minute appointments can be made for the week of the request by e-mail at otc.site@peoriaaz.gov
Permits
Once the plans are approved, permits must be obtained prior to commencing work. Additional items may be needed for permit issuance. These typically consist of copies of approved plan sets, executed construction contract(s), inspection fee payment, the posting of assurances (if applicable), contractor information, and insurance certificates. Once the permits are issued and the fees have been paid, please contact the inspection division at 623-773-8445, prior to the start of work, to schedule a pre-construction meeting.

Self Certification Pilot Program
The self certification pilot program for building tenant improvement permits is another way in which the City of Peoria is committed to enhancing customer service for our building community, while ensuring saftey standards remain our number one priority.
The self certification pilot program benefits:
- Eliminates building plan review for licensed design professionals who qualify for the program.
- Faster permit process for elegible projects – building permits can be issued within three business days.
- Focus on safety – certified professionals take responsibility for and certify project compliance with building codes, standards and ordinances.
Eligible Projects
Tenant improvement projects for non-residential occupancies excluding buildings or portions of buildings:
- Exceeding two stories in height.
- Exceeding 15,000 square feet in area.
- Including any “H” occupancy.
How do I become certified?

Once certified, you must complete and provide the required forms necessary for submittal. Provided all items are received and complete, your permit will be issued within three business days.

Over the Counter Plan Review
Commercial
Over the counter plan review is available for miscellaneous commercial electrical permits for a new electrical system or an addition or modification to an existing electrical system provided the service does not exceed 225 amperes 120/208 volts, three phase, and fault current does not exceed 10K AIC. Please contact Jeff Sterling at 623-773-7230 to set up an appointment.
Over the counter may also be available on second reviews for all other miscellaneous commercial permits, as well as third reviews for other types of commercial permits when all other plan reviewers have approved the plans. Please contact the building plan reviewer directly to set up an over the counter plan review appointment. During appointment, the following shall apply:
- Architect of record or appointee shall be present during review.
- Contractor information must be provided along with valid City of Peoria Business and Registrar of Contractor license numbers.
- Any outstanding fees must be paid.
- Grading permit must be issued by Site Development (if applicable).
Residential
Over the counter plan review for select residential permits is available by appointment Wednesday afternoons (1:30 p.m. – 5 p.m.) and Thursday mornings (8 a.m. – noon). Your request must be submitted online. Schedule a permit review online. Same-day appointments and walk-ins are not available at this time. Once you have submitted your request, 30-minute appointments can be made for the week of the request by e-mail at otc.building@peoriaaz.gov.
Permit types reviewed over the counter by appointment:
- Attached patio covers
- Gas lines
- Swimming pools
- Miscellaneous minor plumbing
- Miscellaneous minor electrical
- Second and subsequent reviews (if only building review remaining) on miscellaneous residential (with building reviewer’s consent)
- Solar PV permits (maximum 40 amp PV back fed breaker typical 8,000 kw systems with no de-rate, panel upgrade, sub-panels, micro inverters, revisions, etc.)
Solar appointment stipulations:
- Each company can submit no more than three permits for each appointment time.
- Only one appointment per day per company.
- Solar applications must be submitted a minimum of 24 hours prior to appointment time.
- Solar applications must be e-mailed to otc.building@peoriaaz.gov
- Appointment will not be confirmed until applications are received.
