A City Council Workshop of the City Council of the City of Peoria, Arizona was convened 
at 9875 North 85th Avenue, Peoria, Arizona in open and public session at 8:22 a.m.

Members Present: Mayor Bob Barrett; Vice Mayor Cathy Carlat; Councilmembers Ron Aames, 
Joan Evans, Carlo Leone, Dave Pearson, and Tony Rivero.

Members Absent: None

Municipal Officials Present:  Carl Swenson, City Manager; Susan Daluddung, Deputy City 
Manager; Susan Thorpe, Deputy City Manager; Steve Burg, Assistant City Attorney; Wanda 
Nelson, City Clerk; Andy Granger, Engineering Director; Chris Jacques, Interim Planning 
and Development Director; Katie Gregory, Interim Management and Budget Director; Brent 
Mattingly, Finance Director; Jeff Tyne, Interim Community Services Director; Scott Whyte, 
Economic Development Services Director; Claudia Luján, Assistant to the City Manager. 

Audience:  Seven members of the public were present.

Opening Comments:

Carl Swenson, City Manager, reviewed the history behind the City’s economic development 
efforts.

Economic Development Prioritization and Funding

Scott Whyte, Economic Development Services Director, reviewed the activities that have 
transpired around Economic Development (ED).  Discussion ensued regarding:

*	Economic Development Implementation Strategy (EDIS) Work Plan
*	Strategic Partnerships
*	Concept Development
*	Expectations
*	Budget

Mr. Whyte introduced the list of initiatives involved in the EDIS.  Discussion ensued 
regarding:

*	University Recruitment
*	Investment Zone – Old Town
*	Investment Zone – Entertainment District
*	Medical Device Incubator

9:55 a.m. Council recessed. 

10:08 a.m. Council reconvened.

Discussion ensued regarding:

*	Funding
*	Specific projects

Council gave consensus that they would like to proceed with the Medical Device Incubator 
discussion at an upcoming Council meeting.

Mr. Whyte provided additional information regarding the Old Town Investment Zone.

Discussion ensued regarding the Economic Development Project and Funding Matrix and Other 
Economic Development Projects pursued. Mr. Whyte provided an update regarding the stage 
of pursuit of the projects. 

ADJOURNMENT:

Being no further business to come before the Council, the Council Workshop was duly 
adjourned at 11:18 a.m.
