MINUTES OF THE PEORIA CITY COUNCIL CITY OF PEORIA, ARIZONA IRONWOOD CONFERENCE ROOM CITY HALL 8401 WEST MONROE AVENUE JANUARY 27, 2011 A City Council Workshop of the City Council of the City of Peoria, Arizona was convened at 8401 West Monroe Avenue, Peoria, Arizona in open and public session at 5:02 p.m. Members Present: Mayor Bob Barrett; Vice Mayor Cathy Carlat, Councilmembers Ron Aames; Joan Evans, Carlo Leone, Dave Pearson, and Tony Rivero. Members Absent: None Municipal Officials Present: Carl Swenson, City Manager; Steve Kemp, City Attorney; John Schell, Intergovernmental Affairs; Wanda Nelson, City Clerk. Facilitator: Dick Bowers. Audience: One member of the public was present. CONVENE: Workshop Overview Steve Kemp, City Attorney, provided an overview of Open Meeting Law and advised regarding discussions about agenda items that are not on the agenda. Discussion of Dick Bower’s Interviews with City Council Dick Bowers, Facilitator, inquired regarding the Council’s views on the City for the future. Mr. Bowers reviewed the items for discussion at the Workshop scheduled for January 28. Discussion ensued regarding: * Neighborhood Livability * Community Improvements & 21st Century Infrastructure * Rights-of-way * Wrap-around Neighborhoods * Property Values * Code Enforcement and Community Policing * Community and Economic Development * Keeping a Positive Vision in Spite of the Recession * Family oriented * Services and Options for Citizens * Recognizing the Importance of the Lake, Arts, and Culture * Capitalizing on the Opening of the 303 * Downtown Rejuvenation * Workplace Community * Corporate Relocation and Sponsorship * University Relocation * Jobs and the Workforce * Osuna Park and the old Police Station * Council and City Manager Relationship * Investment in Parks, Recreation, and Trail Systems Mr. Bowers reviewed the ground rules for the workshops. Discussion ensued regarding Council Assistants. Council expressed their desire to have replacements hired, and would like to be involved in the interview process. The topic of Code Enforcement will be explored at a future setting. Council will discuss if Peoria will be a community that enforces codes proactively, by complaint, or a combination thereof. Discussion ensued regarding subcommittees, including how information would be disseminated, Open Meeting Laws, recommendations from the subcommittees, processing timeframes for specific issues and the addition of a study session on the second Tuesday of the month to address processing timeframes.
