COUNCIL SUBCOMMITTEE ON BOARDS & COMMISSIONS APPOINTMENTS CITY OF PEORIA, ARIZONA Ironwood Conference Room March 28, 2011 A meeting of the Council Subcommittee on Boards and Commissions Appointments for the City of Peoria, Arizona was convened by Chairperson Carlat in open and public session at 8401 West Monroe, Peoria, Arizona, on March 28, 2011 at 9:01 a.m. Members Present: Chairperson Cathy Carlat, Councilmember Joan Evans, and Councilmember Tony Rivero. Members Absent: None. NOTE: The order in which items appear in the minutes is not necessarily the order in which they were discussed in the meeting. CONSENT AGENDA: All items listed with a “C” are considered to be routine or have been previously reviewed by the Council Subcommittee, and may be enacted by one motion. There is no separate discussion of these items unless a Council Subcommittee member so requests; in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda. CONSENT – New Business: 1C Minutes Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to approve the minutes of the February 28, 2011 Council Subcommittee meeting. Upon vote, the motion carried unanimously 3 to 0. REGULAR AGENDA NEW BUSINESS: 2R Board and Commission Interviews The Council Subcommittee interviewed Katy O’Grady for consideration for appointment to the Parks and Recreation Board. The Council Subcommittee interviewed Kristin Phelps for consideration for appointment to the Personnel Board. 3R Board and Commission Vacancies ARTS COMMISSION The terms for John Buonagurio and MarleeJean Johnson, regular members, expire in June 2011. Mr. Buonagurio is ineligible for reappointment and Ms. Johnson is eligible for reappointment. David Hunenberg, Library Manager, reported that solicitation efforts were being made for additional applications. Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to reappoint MarleeJean Johnson as a regular member to the Arts Commission, for a term to expire June 2015. BUILDING BOARD OF APPEALS The term for Garner Palenske, regular member, expires in June 2011. Mr. Palenske is eligible for reappointment. Motion was made by Councilmember Rivero, seconded by Councilmember Evans, to reappoint Garner Palenske as a regular member to the Building Board of Appeals, for a term to expire June 2015. Upon vote, the motion carried unanimously 3 to 0. LIBRARY BOARD (SCHEDULED) The February 28, 2011 Council Subcommittee’s recommendation for reappointment of Steve Poe to the Library Board was discussed. After further review of Mr. Poe’s service on the Library Board, it was determined that he has served two full terms and is ineligible for reappointment due to term limits for scheduled Boards and Commissions. The Subcommittee directed staff to schedule an interview. PARKS AND RECREATION BOARD The term for Gregory Jones, regular member, expires in June 2011. Mr. Jones is eligible for reappointment to a partial two-year term. Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to appoint Katie O’Grady as a regular member to the Parks and Recreation Board, for a term to expire June 2015. Upon vote, the motion carried unanimously 3 to 0. PERSONNEL BOARD The term for Dennis Cheney, alternate member, expired in June 2010. Mr. Cheney is eligible for reappointment. Motion made by Councilmember Evans, seconded by Councilmember Rivero, to appoint Kristin Phelps as an alternate member to the Personnel Board, for a term to expire June 2014, if Mr. Matthew Lewandowski does not wish to interview for the Personnel Board vacancy. Upon vote, the motion carried unanimously 3 to 0. PLANNING AND ZONING COMMISSION The term for Marc Melbo, regular member, expired in December 2010. Mr. Melbo is eligible for reappointment. One (1) vacancy is created with a term to expire December 2014. A recommendation for appointment was not made. PUBLIC DEFENDER CONTRACT REVIEW COMMITTEE The term for Elizabeth Reyes, regular member, expires in June 2011. Ms. Reyes is eligible for reappointment. One (1) vacancy is created with a term to expire June 2015. A recommendation for appointment was not made. SISTER CITIES BOARD The terms for Bonnie Apperson and Patty Fusco, regular members, expire in December 2010. Scott Clark has resigned. Ms. Apperson and Ms. Fusco are eligible for reappointment. One (1) vacancy is created with a partial term to expire December 2012 and (2) vacancies are created with terms to expire December 2014. Recommendations for appointment were not made. VETERANS MEMORIAL BOARD The term for Larry Lichtenberg, regular member, expired in December 2010. Mr. Lichtenberg is eligible for reappointment. One (1) vacancy is created with a term to expire December 2014. The Subcommittee directed staff to schedule an interview. VOLUNTEER FIREFIGHER PENSION BOARD The term for Mark Hughes, regular member, expires in June 2011. Mr. Hughes is eligible for reappointment. Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to reappoint Mark Hughes as a regular member to the Volunteer Firefighter Pension Board for a term. Upon vote, the motion carried unanimously 3 to 0. YOUTH ADVISORY BOARD (SCHEDULED) The terms for Kelly Shea Jasper, Victoria Garcia, Jasmine Bejarano, Jacob Jelinek, Ramon Mendoza, Austin Hatfield, Meg Grose, Thomas Prior, Callie Hartson, Mariah Hearne, Sean Proia, and Victoria Johnson expire in June 2011. All members are eligible for reappointment. Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to reappoint Kelly Shea Jasper and Victoria Johnson as regular members to the Youth Advisory Board, for one-year terms to expire June 2012. Upon vote, the motion carried unanimously 3 to 0. Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to reappoint Victoria Garcia, Jasmine Bejarano, Jacob Jelinek, Ramon Mendoza, Austin Hatfield, Meg Grose, Thomas Prior, Callie Hartson, Mariah Hearne, and Sean Proia as regular members to the Youth Advisory Board, for terms to expire June 2013. Upon vote, the motion carried unanimously 3 to 0. 4R Citizens Commission on Salaries for Elected City Officials Wanda Nelson, City Clerk, discussed the powers and duties of the Citizens Commission on Salaries for Elected City Officials. 5R Personnel Board Wynette Reed, Human Resources Director, discussed the powers and duties of the Personnel Board. Ms. Reed explained that the board makes the final decision on appeals of qualifying personnel actions. 6R Employee Benefits Trust Board Ms. Reed discussed the powers and duties of the Employee Benefits Trust Board. Ms. Reed explained that the board manages the City’s self-insured benefits program. 7R Term Limits, Scheduled Boards and Commissions Steve Burg, Chief Assistant City Attorney, provided background information on City Code pertaining to term limits for scheduled Boards and Commissions. The Subcommittee expressed concurrence with the term limits currently in place for regularly scheduled Boards and Commissions. 8R Board and Commission Meeting Minutes Review Discussion ensued regarding various draft meeting minutes. The Subcommittee requested that this item be moved toward the beginning of the Regular Agenda or combined as a subsection of the Board and Commission vacancy discussions on future agendas. Staff Report: Wanda Nelson, City Clerk, reported on the Boards and Commissions recognition event scheduled at Skye Fine Dining on April 15, 2011. Committee Report: None.
