ISTORIC PRESERVATION COMMISSION MINUTES CITY OF PEORIA, ARIZONA PINE ROOM JULY 13, 2011 A REGULAR Meeting of the Historic Preservation Commission of the City of Peoria, Arizona, convened at 8401 W. Monroe St., Peoria, AZ in open and public session at 6:08 p.m. Members Present: Chair Shelby Duplessis, Vice Chair Karen Garbe, Commissioners Priscilla Cook, Harold McKisson, and Gary Nelson. Members Absent: Commissioners Mike Fusco and Steve Poe. Others Present: Chris Jacques – Interim Planning and Community Development Director, Shawn Kreuzwiesner – Engineering Planning Manager, Steve Kemp – City Attorney, Melissa Sigmund – Planner, and Bev Parcels – Planning Assistant. CONSENT AGENDA All items listed with a “C” are considered to be routine by the Historic Preservation Commission, and were enacted by one motion. 1C DISPOSITION OF ABSENCE: Discussion and possible action to approve the absence of Commissioner Gary Nelson from the March 2, 2011 meeting. 2C MINUTES: Discussion and possible action to approve the minutes of the Regular Meeting held March 2, 2011. COMMISSION ACTION: Vice Chair Garbe moved to approve the Consent Agenda items. The motion was seconded by Commissioner McKisson and upon vote, carried unanimously. REGULAR AGENDA NEW BUSINESS: 3R PUBLIC HEARING: Designation of the Palo Verde Ruin as a Local Historic Landmark with Historic Preservation Overlay Zoning. PUBLIC HEARING – HP11-0001: The City of Peoria requested to designate a portion of the Palo Verde Ruin, AZT: 8:68 (ASM) as a Local Historic Landmark with Historic Preservation Overlay Zoning and list the property on the Peoria Register of Historic Properties. The archaeological site is located west of the intersection of 73rd Drive and Briles Road. STAFF REPORT: Presented by Melissa Sigmund, Planner. COMMISSION COMMENT: Comments included concern over historic items on the site and how they would be protected and stored upon removal, locating artifacts that have already been removed and obtaining them, and securing a facility to house the artifacts in. PUBLIC COMMENT: None COMMISSION ACTION: Vice Chair Garbe moved to recommend approval of a request from The City of Peoria to designate a portion of the Palo Verde Ruin as a Local Historic Landmark with Historic Preservation Overlay Zoning and list the property on the Peoria Register of Historic Properties. The motion was seconded by Commissioner Nelson and upon vote, carried unanimously 5-0. 4R Palo Verde Interpretive Plan Update Presentation and discussion of the Interpretive Plan project for Palo Verde Open Space Park currently being developed by consultant Logan Simpson Design, Inc. STAFF REPORT: Presented by Melissa Sigmund, Planner. COMMISSION COMMENT: Question was raised as to whether the project would include any public outreach or education programs.
