Peoria Sports Complex District Urban Design Plan 

The overall purpose of the plan is to explore urban and environmental design solutions to a variety of opportunities and challenges within the existing mixed use core area.

 

 

Update June 2010

 

The Planning and Community Development Department is pleased to present the Final Draft of the  2010 Peoria Sports Complex Area Urban Design Plan. The resulting plan is based on the culmination of over 18 months of extensive outreach and civic engagement led by Planning Staff and the Consultant Team from Project Design Consultants (PDC).

 

The Final Draft is scheduled for consideration on:

 

? June 17, 2010:  Planning & Zoning Commission
   (6:30 PM, City Council Chambers)
? July 6, 2010: City Council
   (4 PM, Pine Room, City Hall)

 

The planning area encompasses approximately 570 acres (0.9 square miles) and is bounded by Loop 101 (west), Bell Road (north), 7300 block (east) and the south bank of the Skunk Creek Corridor (south). Although the area has been largely successful, principally the purpose of the Plan is to identify the conditions, regulatory framework and implementation strategies to enhance the area as a cohesive, pedestrian-focused mixed-use destination and position the area for a successful evolution.
 
The Sports Complex Area Urban Design Plan is organized into seven chapters:

 

1. Introduction
2. Study Area Context
3. Market Summary
4. Public Input
5. Concept Plan Alternatives
6. Preferred Concept Plan
7. Implementation and Finance

 

The Plan includes an Appendix of supporting documentation which includes the Economic Market Study prepared by the London Group,  Traffic Analysis and others. Additionally, the document includes an Implementation Table which charts out short-term (0-5 years), mid-term (6-10 years) and long-term (10+ years) actions and strategies to bring the plan vision into fruition.

 

Ultimately, success toward the realization of the Plan will depend on the participation of the private sector. To set the groundwork for success, the Plan identifies four (4) primary implementation tracks:

 

1. Create the regulatory environment
2. Foster identity creation
3. Implement / schedule capital improvements
4. Promote economic development activity in the area
