Staff Services Bureau

Donna Marcum
Staff Services Bureau Manager

The Staff Services Bureau is led by a Bureau Manager who has overall responsibility for the Bureau including management, budget, and operational support.  A wide range of support functions are accomplished within the Staff Services Bureau.  Recruitment, pre-employment testing, backgrounds, training, policy and procedures, and accreditation are all managed by the Staff Services Bureau
Training

The training staff coordinates police recruit training, pre academy, post academy, the Field Training Program, firearms training, and professional development training. The department has an indoor firearms range for training sworn personnel.  Firearm training is conducted year-round by the department's range master. The mentor program is also coordinated by the training staff. The mentor program pairs a new police recruit with a seasoned officer to help the recruit make the transition into the new career field.

Officers performing tactics trainingRecruitment and Background Investigations

Staff Services Bureau conducts all recruitment, testing processes, and background investigations for all positions in the department.  Promotional processes are administered through the bureau as well.   The Recruitment Team attends job fairs and recruitment events both in-state and out-of-state in search of quality employees to serve our community.

Policies and Procedures

Staff Services Bureau maintains and updates departmental policies and procedures and completes special projects as assigned.

Accreditation

The Peoria Police Department is an Internationally Accredited Law Enforcement Agency through The Commission on Accreditation for Law Enforcement Agencies (CALEA). The program is maintained and compliance is ensured through the Staff Services Bureau.   Accreditation ensures that the department continues to maintain exemplary, professional standards established by CALEA.

The Peoria Police Department recently earned re-accreditation from tCALEA. The department was the first law enforcement agency in the west valley to earn CALEA accreditation, becoming the 442nd internationally accredited law enforcement agency in July 1997.

Agencies that achieve accreditation are reviewed every three years to ensure that the CALEA standards are maintained. Earning re-accreditation is testimony to the department’s drive to maintain high standards and live up to its motto, "Committed to Excellence."

The process the department goes through is extensive. Every aspect of the Peoria Police Department’s operations are scrutinized during accreditation, from staffing levels and training, to budget and onsite standards review, it is all assessed in order to determine whether or not certain criteria are being met. The department’s personnel, policies, and procedures are measured against 444 different recognized law enforcement standards for compliance.

CALEA is a not-for-profit corporation formed in 1979 to establish a universal body of standards for law enforcement agencies. The goals of the accreditation process are to increase the effectiveness and efficiency of law enforcement, cooperation between law enforcement agencies, and public confidence in the police force.
