COMMUNITY DEVELOPMENT DEPARTMENT PLANNING DIVISION ADA SITE DEVELOPMENT REQUIREMENTS The City requires adherence to the following standards for handicapped accessible parking for off-street parking areas for Multi-Family, Commercial and Industrial uses. TYPE OF USE MULTI-FAMILY HOUSING In accordance with the U.S. Department of Housing and Urban Development (HUD) Fair Housing Accessible Guidelines, the Safe Harbor components of the 2003 International Building Code, and the 2003 ANXI A117, multi-family housing development containing handicapped-accessible or -adaptable dwelling units are required to provide handicapped accessible parking spaces as follows: 1. Minimum Spaces: A minimum of 2% of parking spaces must be handicapped accessible. Where assigned parking is provided, a minimum of 2% of the assigned parking spaces and a minimum of 2% of unassigned spaces must be handicapped accessible. 2. Types of Parking Facilities: Where different types of parking facilities (such as canopy- covered parking, detached garages, carports, garages attached to apartment units, parking garages, etc.) are provided, at least 2% and in no case less than one Universal or Van Accessible Parking Stall must be provided for each type of parking facility. 3. Special Parking Areas: Parking areas provided for leasing offices, clubhouses, or similar facilities must contain handicapped accessible parking. 4. Visitor Parking: In parking areas provided for visitors, at least 2% of the parking spaces must be handicapped accessible. HEALTH CARE FACILITIES 1. Outpatient Units and Facilities: A minimum of ten percent (10%) of the total number of parking spaces serving the unit or facility must be handicapped accessible. 2. Units and Facilities Specializing in Treatment of Mobility Impairments: A minimum of twenty percent (20%) of the total number of spaces for each unit or facility must be handicapped accessible. 3. Other Health Care Facilities: All other health care facilities must provide handicapped accessible parking as shown below for “ALL OTHER COMMERCIAL OR INDUSTRIAL FACILITIES.” ALL OTHER COMMERCIAL OR INDUSTRIAL FACILITIES 1. All Other Facilities: All other facilities must provide a minimum number of handicapped accessible spaces as follows: # Required Parking Spaces # Required Accessible Spaces 1 to 150 4% of Total 151 and above 3% of Total STALL REQUIREMENTS SIZE 1. Universal Parking Stall a. Width - eleven (11) feet b. Length – twenty (20) feet c. Measurements taken for 90 degree angle of parking 2. Van Accessible Parking Stall a. Width - eight (8) feet b. Length – twenty (20) feet c. Adjacent access aisle on right side, with width of eight (8) feet and length of twenty (20) feet SURFACE SLOPE Stall surfaces must be level, with slope not exceeding 2%. STALL DESIGNATION 1. Marking: Stalls, inclusive of the access aisle, must be outlined with prominent lines a minimum of four (4) inches wide on all four (4) sides, and the access aisle must also be marked with forty-five (45) degree cross-hatching. The color scheme of handicapped accessible stalls and access aisles must provide a distinct contrast to the non- accessible parking spaces. 2. Signage: a. Ground. The international symbol of handicapped accessibility must be displayed on the ground within each stall. b. Wall or Post. A sign displaying, at minimum, the verbiage, “RESERVED PARKING,” printed in blue on a white background in accordance with A.R.S. §28- 884, must be permanently mounted either to a stationary post or to a wall located directly in front of the stall, with the bottom of the sign a minimum of three (3) feet and not more than six (6) feet above the parking surface. The sign must be located and maintained so as to be clearly visible to any vehicle entering the parking stall. c. Van Accessible Stalls. An additional sign with the verbiage, “VAN ACCESSIBLE,” and the international symbol of accessibility, must be mounted below the above- referenced wall or post sign. 3. Location of Stalls: a. For Parking Areas Serving Individual Building or Facility. Most proximate to a handicapped accessible route, and to a handicapped accessible entrance. b. For Parking Areas Serving Multiple Buildings or Facilities. Spaces must be evenly dispersed to serve the various buildings or facilities, and located most proximate to a handicapped accessible route and the building or facility it will serve. c. For Buildings or Facilities with Multiple Handicapped-Accessible Entrances (e.g., shopping centers, malls, supermarkets, department stores, etc.). Spaces must be evenly dispersed to provide access to a variety of entrances, and located most proximate to a handicapped accessible route and the entrance it will serve. COVERED PARKING (Canopy-Covered, Parking Garages, etc.) 1. Vertical Clearance: Minimum of eight feet and two inches (8’ 2”). 2. Ratio of Covered to Non-Covered: Covered accessible parking spaces must be provided at a ratio equal to or greater than the ratio of covered to non-covered parking spaces for non-accessible parking. DROP-OFF AND LOADING ZONES 1. Location. Where passenger drop-off and loading zones are provided, a minimum of one drop-off or loading zone must be handicapped accessible, and any drop-off and loading zone that serves a handicapped-accessible entrance must be handicapped accessible. 2. Vertical Clearance. A minimum of nine feet and six inches (9’ 6”) in parking, maneuvering, and circulation areas for drop-off and loading zones that are covered. 3. Pull-Up Space and Access Aisle. The drop-off and loading zone must provide handicapped accessible pull-up space with a handicapped access aisle. The access aisle must be adjacent and parallel to the right side of the vehicle pull-up space, and be a minimum width of five (5) feet and minimum length of twenty (20) feet. The access aisle must be adjacent and parallel to the right side of the vehicle pull-up space. The pull-up space must be designated handicapped-accessible with the universal handicap sign, and the access aisle must be marked with forty-five (45) degree cross-hatching. 4. Curb Ramp. If a curb is located between the access aisle and the vehicle pull-up space, the access aisle must contain a curb ramp. 5. Level Surface. The parking space and access aisle must provide a level surface, meaning that slope does not exceed 2%. ACCESSIBLE ROUTE REQUIREMENTS 1. Continuous Path. A continuous, unobstructed path must connect all accessible parking stalls, public transportation stops, accessible drop-off and loading zones, and the interior spaces of buildings or facilities that can be negotiated by persons with disabilities, including persons with severe disabilities using a wheelchair. 2. Accessible Route. The accessible route, inclusive of parking access aisles, curb ramps, sidewalk ramps, and crosswalks, must be developed as follows: a. Width. Minimum clear and unobstructed width of thirty-six (36) inches, but if the accessible route is less than sixty (60) inches wide, then it must contain passing spaces that are a minimum of sixty (60) inches by sixty (60) inches, and located at intervals not to exceed two-hundred (200) feet. b. Height. Minimum vertical clearance of six feet and eight inches (6’ 8”). c. Protruding Objects. The leading edge of any object protruding from a wall, between twenty-seven (27) and eighty (80) inches from the finished floor, must protrude no more than four (4) inches. d. Surface texture. Surfaces along the accessible route, including crosswalks, must be stable, firm, and slip resistant. Irregular surfaces such as cobblestone, uneven brick, concrete pavers, or similar surfaces are prohibited, with the exception that brick and concrete pavers with grooves between pavers not exceeding Ό inch depth are permitted. e. Slope. Slope for an accessible route must not exceed 1:20 (5%); or 1:50 (2%) for a cross slope; or 1:12 (8.33%) for ramps. In areas where a sidewalk has slope greater than 1:20 (5%) and less than or equal to 1:12 (8.33%), it will be considered a ramp and be subject to ADAAG requirements for ramps including handrails and level landings. f. Ramp – Crosswalk. Each end of a crosswalk must contain a ramp that contains truncated domes for a minimum space of thirty-six (36) inches in depth and the width of the ramp. The remainder of the ramp between the truncated domes and sidewalk must be scored. g. Ramp – Curb. A curb ramp must be a minimum of thirty-six (36) inches in width, exclusive of flared sides. The slope of a flared side may not exceed 10%. Truncated domes must be applied to the full width and depth of the curb ramp and to the area of transition between the ramp and the access aisle, for a minimum space of thirty-six (36) inches in depth and the width of the access aisle. h. Ramp – Sidewalk. Sidewalk ramps located at each side of the access aisle must contain scored concrete for their full width and depth. i. Materials (Approved Detectable Warning Materials). Truncated domes must be of an approved detectable warning material. Truncated dome pavers are the only approved detectable warning material. Truncated domes produced by molding or stamping the top surface of freshly poured concrete and surfaced-applied products are not an approved installation and are not permitted.
