Public Education
Specialist
GENERAL PURPOSE
Plans and
implements the designated department’s public information
program. Performs work of moderate difficulty in public
relations and communications for the designated department.
Performs a variety of community service activities related
to public services, public relations, and public education.
SUPERVISION RECEIVED AND EXERCISED
Receives
direction from the Deputy Police Chief or as assigned. May
exercise functional and technical supervision over volunteer
personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as

· Meets
with directors, managers, advisory boards and committees to
develop news releases; reviews or develops announcements or
publicity materials for distribution to public
· Assists
in responding to media inquiries and promoting city and
department programs, services, events, and policies
· Prepares
and writes letters, speeches, memoranda, proclamations and
resolutions, calendars and press releases for newspapers and
radio; develops and prepares City booklets; newsletters and
articles for general public information
· Arranges
exhibits and displays and coordinates various special events
held in the community, working with both citizen groups and
City personnel
· Receives
and responds to citizen inquiries, complaints and concerns;
investigates concerns and complaints or refers to
appropriate department or individual for further follow-up;
compile statistics and prepares reports, letters and
memoranda relative to citizen inquiries and complaints
· Provides
media relations training to department staff
· Develops
and implements press protocol for departments
· Acts
as primary public information contact when the emergency
operations center is activated by the City Manager
· Provides
on-going review and evaluation of city’s public information
efforts; maintains log of all media inquiries and files of
news releases and other media mailings distributed by all
city departments and divisions
· Assists
in projects for the Department Director as requested
· Organizes,
schedules, and presents neighborhood and community public
safety programs, including "Block Watch" and other programs
to various civic, school, and community groups
· Develops
new programs in all areas of public safety education.
Assists school liaison officer or serves as liaison in
preparing and presenting various programs to the schools
· Develops,
coordinates, implements, and evaluates safety education
curriculum and programs used in the public schools and
recommend program improvements
· Serves
as liaison to a variety of public, professional, and civic
groups
· Conducts
home and business security checks; offers guidance and
suggestions to the public regarding property protection
· Maintains
awareness of new developments in the crime prevention field;
incorporates as appropriate into programs
· Provides
recommendations, using established guidelines and
procedures, related to safety, security, and technical
lighting
· Prepares
or coordinates the development of program publicity;
including pamphlets, brochures, news releases, and visual
aids. Operates various audio visual equipment
· Types
and proofreads a wide variety of reports, letters, memos,
and statistical charts; composes correspondence related to
responsibilities assigned
· Maintains
detailed and accurate records of program activities and
compiles statistics
· Presents
police service programs involving contact with a variety of
diverse public, professional and civic groups
· Provides
victim assistance referral information to the victims of
serious crimes
· Maintains
a reference center of referral information, materials, and
program outlines
· Operates
and uses modern office equipment, including a computer
· Works
independently in the absence of supervision
· Speak
in public and effectively communicate in adverse situations
· Establishes
and maintains effective working relationships with those
contacted in the course of work
· Performs
related duties, as assigned
REQUIRED QUALIFICATIONS
High School Diploma or
equivalent, supplemented by college level course work in
education, public safety, or a related field. Possession of,
or ability to obtain, an appropriate, valid Arizona driver's
license.
DESIRED QUALIFICATIONS
Two
years experience in public contact work in the area of
public safety education or crime prevention. Knowledge of
the principles and practices of education, training, and
research methods, techniques and procedures; standards of
crime prevention and public safety; specialized laws and
codes relative to area of assignment; principles and
practices of record keeping; office procedures, methods, and
computer equipment.

Physical Demands
While performing the duties of this job, employees are
regularly required to sit, walk and stand; talk or hear,
both in person and by telephone; use hands repetitively to
finger, handle or operate standard office equipment; reach
with hands and arms; and exert up to 50 pounds of force
occasionally and/or up to 20 pounds of force frequently.
Specific vision abilities required by this job include close
vision, distance vision, the use of both eyes and the
ability to adjust focus.
Mental Demands
While
performing the duties of this job, employees are regularly
required to use written and oral communication skills; read
and interpret data, information and documents; analyze and
solve non-routine and complex problems, use reasoning
skills; observe and interpret situations; learn how to apply
new information or skills; work under intensive deadlines
with frequent interruptions; and interact with City
Managers, staff, customers, the public and others
encountered during the course of work, some of whom may be
dissatisfied.
WORK
ENVIRONMENT

Employees work under typical office conditions, and the
noise level is usually quiet. Occasionally, position is
subject to outside environmental conditions: No effective
