Compliance Supervisor
GENERAL PURPOSE
Under
general direction, plans, lays out, reviews, supervises and
participates in the work of personnel engaged in the
inspection and enforcement of a wide variety of City land
use, building and zoning ordinances, codes and regulations;
and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The
incumbent is responsible for the formulation and development
of unit goals and objectives, supervising assigned personnel
and directing day-to-day activities. Duties and
responsibilities are carried out with considerable
independence within the framework of established policies,
procedures and guidelines. The work of this class involves
significant accountability and decision-making
responsibilities.
SUPERVISION RECEIVED AND EXERCISED
This
class exercises supervision, technical assistance and
training to a staff of Code Compliance Officers.
Supervision, administrative direction and guidance received
from the Neighborhood Services Manager,
ESSENTIAL DUTIES AND RESPONSIBILITIES
The
duties listed below are intended only as illustrations of

Plans,
organizes, controls, integrates, directs and evaluates the
performance of assigned staff; establishes performance
requirements and personal development targets; regularly
monitors performance and provides coaching for performance
improvement and development; recommends compensation and
provides other rewards to recognize performance; subject to
management concurrence, takes disciplinary action to address
performance deficiencies, in accordance with City personnel
rules, policies and labor contract agreements

Contributes to the development of and monitors performance
against the annual department budget; supervises and
participates in developing, implementing and evaluating
plans, work processes, systems and procedures to achieve
annual goals, objectives and work standards
·
Schedules, coordinates, supervises and inspects the work of
personnel engaged in the inspection and enforcement of a
wide variety of City ordinances, codes and regulations
pertaining to zoning, land use, signs, abandoned vehicles
and related matters
·
Personally conducts the more difficult and/or complex
inspections and enforcement assignments; issues citations
for code violations; prepares and files complaints and
appears as the City’s representative and witness in the
prosecution of violations; confers with the City Attorney
regarding code enforcement issues
·
Meets
and confers with other divisions, departments and agencies
regarding code enforcement issues.

Chairs
committees or subcommittees on various code enforcement and
related activities
·
Researches and makes recommendations for the amendment of
current codes and the adoption of new codes; drafts
ordinances, resolutions and codes
·
Instructs and provides for the training of staff and citizen
volunteers in work methods and relevant safety precautions
·
Participates in the preparation of operating budget
recommendations, authorizes the purchase of materials and
monitors work activities and expenditures to control cost
·
Provides
technical assistance to staff in resolving difficult
problems encountered
·
Prepares
and maintains a variety of reports and records, including
time cards, worksheets, accident reports, maintenance
requests, etc.

Responds
to questions and complaints from the public. Represents the
City and other community groups.
·
Ensures
the City’s safety program and goals are implemented and
carried out in the Code Compliance Division.
REQUIRED QUALIFICATIONS
High school or G.E.D. equivalent; and five years of
increasingly responsible experience, of which at least two
years must have been in a supervisory capacity in the
enforcement of building, zoning, land use or other related
codes; or an equivalent combination of training and
experience; a valid Arizona driver’s license and Code
Enforcement League of Arizona (CELA) Certification within
one year of employment.
DESIRED QUALIFICATIONS
Extensive knowledge of the principles, practices and trends
of land use, zoning and building code enforcement; municipal
organization and functions pertaining to building, zoning,
land use and related issues; municipal code enforcement
methods, techniques and practices, individual rights and
preservation of evidence; principles and practices of
employee supervision, including selection, training, work
evaluation and discipline; safe work methods and safety
practices pertaining to the work; relevant codes and
regulations; ability to operate micro-computer applications
related to the work.

Physical Demands
While
performing the duties of this class, the employee is
frequently required to walk, sit and talk or hear; use hands
to finger, handle, feel or operate objects, tools, or
controls; and reach with hands and arms. The employee is
occasionally required to climb or balance; stoop, kneel,
crouch, or crawl. Specific vision abilities required by this
job include close vision, color vision and the ability to
adjust focus.
Mental Demands
While
performing the duties of this class, employees are regularly
required to use written and oral communication skills; read
and interpret data, information and documents; analyze and
solve problems; use math and mathematical reasoning; observe
and interpret situations; learn and apply new information or
new skills; work under deadlines with constant
interruptions; and interact with City staff, other
organizations and the public, and occasionally deal with
dissatisfied or irate individuals.
WORK
ENVIRONMENT
The
work environment characteristics described here are
representative of those an employee encounters while
performing the essential functions of this class. Reasonable

The
employee regularly works in outside weather conditions and
is occasionally exposed to wet or humid conditions,
vibration, airborne particles, toxic or caustic chemicals,
and risk of electrical shock. The noise level is
