JOB OBJECTIVES
Investigate potential violations of technical zoning,
environmental, nuisance, building, and other City codes
through office and field work.
DISTINGUISHING CHARACTERISTICS
This is the entry level class in the Code Compliance
series. Incumbents in this position typically perform less
complex field and office compliance work, including zoning,
nuisance environmental, building, and health and safety
ordinance violations.
SUPERVISION RECEIVED AND EXERCISED
Receive general supervision from Code Compliance
Supervisor. Exercise no supervision.
POSITION ACCOUNTABILITIES - May include, but are not
limited to, the following:
Conduct field checks to uncover possible violations of a
variety of City codes and ordinances, including zoning,
nuisance, building, environmental, and health and safety
codes. Investigate possible violations; contact responsible
individuals in person and in writing; request
discontinuance, removal, or alteration of conditions that
violate City ordinance; perform follow-up investigations to
see that remedial action has been taken. Respond to citizen complaints regarding ordinance
violations; investigate and resolve problems; provide
information to public and other City departments by phone
and in person regarding ordinance regulations, ordinances,
and laws enforced by the City. Prepare comprehensive reports regarding cases; prepare
case, including history, facts, photos, and other needed
information for the Development Services and City Attorney
Departments. Photograph conditions of violations for the purposes of
evidence and identification. Conduct searches for legal descriptions and property
ownership. Assist in determining appropriate disposition of
outstanding cases; assist City Attorney's office in
preparing case action; testify in court. Inventory newly annexed areas and property contained
therein. Perform related duties, as assigned.
CRITICAL SKILLS/EXPERTISE - needed to complete position
accountabilities
Knowledge of:
City codes, ordinances, laws, and regulations
pertaining to zoning, environment, nuisance issues,
building, and health and safety. Principles, practices, methods, and techniques of code
compliance, including some familiarity with criminal law
and enforcement.
Ability to:
Develop and maintain positive personal contact with the
public in negative situations. Enforce pertinent codes, ordinances, laws, and
regulations pertaining to zoning, nuisance, building,
health, safety, and welfare with impartiality and
efficiency. Understand legal descriptions and boundary maps of real
property. Analyze and compile technical information on ordinance
investigations and violations. Prepare cases for prosecution or Council action and
testify in court.
Experience and Training:
Any combination of experience and training that would
likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience:
One year of experience, preferably in a municipal
environment, in the following areas: code enforcement,
planning and zoning, or extensive public contact.
Training:
Equivalent to the completion of the twelfth grade.
Additional job-related training is desirable.
ADDITIONAL REQUIREMENTS
Physical Requirements:
Exerting up to 20 pounds of force occasionally and
the use of arm and/or leg controls requires exertion of
forces greater than that for Sedentary Work.
Work Environment:
Position is subject to both environmental conditions:
activities occur inside and outside.
License or Certificate:
Possession of, or ability to obtain, an appropriate
valid Arizona driver's license. Certification as a Zoning Enforcement Officer through
the American Association of Code Enforcement as
administered by ICBO, within one year of appointment.
