GENERAL
PURPOSE
Under
general direction, performs journey-level professional and
administrative budget analysis assignments in connection
with the overall operation of the City’s budget; performs
other duties involving research and analysis of the City’s
management systems; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
This is
the advanced journey-level class in the Budget Analyst
series.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The
duties listed below are intended only as illustrations of

Plans,
coordinates and implements the budget process and develop
strategies and alternatives that focus on operational
improvements, innovation and change
·
Coordinates
the preparation, review, evaluation and monitoring of the
capital improvement plan and department operating budgets;
monitors and updates operating and capital budgets to
reflect budget adjustments and funding changes
·
Performs
complex financial analyses and statistical computations for
various rate studies, salary increases, financial models and
cost allocation plans; develops and analyzes benchmarking
and performance management tools
·
Analyzes
national, state and local economic trends affecting the City
and prepares impact reports and presentations for the city
council, senior management and citizens

Develops, updates and maintains citywide database systems
for budget

Prepares training materials and instructional manuals;
gives presentations on budget workshops; conducts training
sessions for department budget liaisons

Prepares
periodic and ad-hoc financial reports and provides in-depth
analysis of financial conditions and future trends
·
Performs
complex analyses of capital program funding sources and
ensures all legal and statutory requirements are addressed
·
Reviews,
analyzes and reports on the fiscal condition of the City’s
governmental funds, proprietary funds and fiduciary funds
·
Researches and
answers financial and budget inquiries submitted by staff,
City management, citizens, other municipalities and the city
council
·
Participates
in the development and implementation of special projects
and data processing computer applications
·
Operates a
computer and utilizes word processing, database and
spreadsheet software

establishes and maintains cooperative working
relationships with those encountered in the course of the
work
REQUIRED QUALIFICATIONS
Bachelors degree from an accredited college or university
with major course work in public administration, business
administration, accounting, finance or a related field; and
two years of increasingly responsible administrative
experience in accounting or budget development; or an
equivalent combination of training and experience.
DESIRED
QUALIFICATIONS
Two
years of increasingly responsible administrative experience
in a governmental setting, including government accounting
or budget development; or an equivalent combination of
training and experience.
Extensive knowledge of the
principles, practices,
processes and laws related municipal budgeting; general and
municipal accounting principles and procedures, research and
analytical techniques; laws regulating public finance and
fiscal operations; statistical modeling techniques; City
operations, practices of performance measurement and
benchmarking; and basic computerized data processing
principles.
