Utility Technician

GENERAL PURPOSE

Performs a variety of skilled and semi-skilled tasks in the construction, locating, operation, maintenance, repair, and service of equipment pertaining to water distribution/wastewater collection systems, wastewater treatment facilities, well-field treatment and delivery systems, and well/reservoir sites, and equipment. Position may be required to work shifts, weekends, and holidays. This position is subject to rotating shifts, standby duty, and call-back duty.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from a Division Supervisor/Manager, but may receive technical and functional supervision from a senior staff member.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as an illustration of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

WATER & WASTEWATER TREATMENT

• Performs operational inspection on machinery and equipment. Adjusts flow, equipment, process and treatment, as directed by supervision
• Collects and performs laboratory water quality tests. Monitors and calibrates on-line water quality equipment
• Monitors and interprets computer SCADA information to detect changes in operation. Monitors operation of equipment and pumping
• Enters operation and maintenance data into logs, reports, and computer databases
• Assists with operation and change out of chlorine system
• Assists with maintenance, repair, and overhaul of equipment and machinery
• Performs routine preventative maintenance on mechanical and instrumentation equipment
• Cleans basins, reservoirs, channels, and lagoons
• Performs general site maintenance duties
• Inspects and maintains tools and equipment
• Responds to customer calls
• Responds to emergency call-ins
• Performs other related duties as required

WELL-FIELD TREATMENT AND DELIVERY

• Performs operational inspection on machinery and equipment, including pumps, valves, motors, compressors, pneumatic systems, scrubbers, pressure reducing valves, and meters
• Performs operational inspection on electronic controls, including flow, pressure, temperature, and level sensors controls, variable speed drives, pneumatic/hydraulic actuators and control devices
• Performs operational inspection on chlorine and disinfection equipment. Adjusts chlorine feed rates. Assists with transporting and changing chlorine cylinders. Assists with maintenance and repair on chlorine feed equipment
• Assists with maintenance, repair, and overhaul of equipment and machinery. Performs routine preventative maintenance on mechanical and instrumentation equipment
• Collects water quality samples and perform basic water quality tests in the field
• Monitors and adjusts system pressures, reservoir levels, system production, pressure relief valves
• Performs general site maintenance duties
• Inspects and maintain tools and equipment
• Responds to customer calls
• Responds to emergency call-ins
• Performs other related duties as required


WATER DISTRIBUTION SYSTEM

• Performs installation, maintenance, inspection, and repair work on water distribution systems, including water mains, service connections, meters, meter boxes, valves, and fire hydrants
• Assists with emergency situations, such as system breaks, including locating affected areas and the erection of safety barricades
• Performs installation and repair work including digging and backfilling trenches; installing and repairing pipelines, including cutting, tapping, threading, and making joint connections on copper, plastic, and other pipe material
• Operates various pieces of equipment, such as tapping machines, hydraulic/air power equipment, compactors, pipe cutting equipment, and hand tools related to the water system. Operates heavy equipment, such as backhoes, front-end loaders, tractors, dump trucks, and cranes
• Exercises, flushes and cleans valves, hydrants, and lines
• Raises, lowers, or relocates water mains, water meters, valves and fire hydrants
• Responds to citizen complaints and notifies residents of work being performed
• Performs basic water quality and quantity tests, such as chlorine, pH, pressure, flow
• Inspects, maintains, and repairs tools and equipment
• Performs other related duties as required

WASTEWATER COLLECTION SYSTEM

• Perform installation, maintenance, inspection, and repair work on wastewater collection systems; including sewage lift stations, main lines, and manholes
• Assists with emergency situations such as system breaks or blockages, including locating affected areas, traffic control, and erection of safety barricades
• Performs installation and repair work including digging and backfilling trenches, installing and repairing pipelines, including cutting, tapping, threading, and making joint connections on copper, plastic, and other pipe material
• Operates various pieces of equipment, such as tapping machines, hydraulic/air power equipment, compactors, pipe cutting equipment, and hand tools related to the wastewater system
• Operates heavy equipment, such as vactors, rodders, backhoes, front-end loaders, tractors, dump trucks, and cranes
• Flushes and cleans valves and lines, including extensions and new or repaired lines
• Raises, lowers, or relocates sewer lines and manholes to accommodate other utilities or street installation and repair
• Responds to citizen complaints and notifies residents of work being performed
• Inspects, maintains and repairs tools and equipment
• Performs other related duties as required


WATER REUSE STORAGE AND DELIVERY SYSTEM

• Performs installation, maintenance, inspection and repair work on water reuse systems, including water mains, service connections, meters, meter boxes, valves, and hydrants
• Performs installation and repair work including digging and backfilling trenches; installing and repairing pipelines, including cutting, tapping, threading, and making joint connections on copper, plastic, and other pipe material
• Performs operational inspection and minor preventative maintenance on machinery and equipment, including pumps, valves, motors, compressors, pneumatic systems, scrubbers, and PRV's
• Performs operational inspection and minor troubleshooting on electronic controls, including flow, pressure, temperature, and level sensors and controls, variable speed drives, pneumatic/hydraulic actuators and control valves
• Performs operational inspection of chlorine and disinfection equipment. Adjusts chlorine feed rates
• Performs basic water quality and quantity tests, such as chlorine, pH, pressure, flow. Monitors and adjusts system pressures, reservoir levels, system production, and pressure relief valves
• Flushes and cleans valves and lines
• Responds to customer requests
• Inspects, maintains, and repairs tools and equipment
• Performs other related duties as required
• Performs basic computer database entry, basic software programs, and understand SCADA systems
• Performs preventative maintenance and inspection methods

UTILITY LOCATOR

• Locate underground utilities through the use of utility maps, as-built engineering drawings, GIS information, and various electronic locating equipment
• Use a personal computer to receive work orders, retrieve and interpret electronic utility maps
• Mark the location of underground utilities utilizing stakes, flags and/or paint
• Meets with parties requesting locates, when required, to coordinate locates with other utilities to receive or present information regarding complications or possible conflicts
• Maintains a record of all utility locates. Verifies field information and notifies the Utilities Engineering Division regarding updates to mapping systems
• Investigates and prepares detailed written documentation on excavation which results in damage to underground utilities
• Assist in shut down of water mains for repair or installation of new connections
• Install, maintain and repair water, wastewater and reuse system components; troubleshoot and identify water, wastewater and reuse problems: initiate corrective action as required
• Assists with emergency situations, such as water or wastewater system breaks or blockages, including locating affected areas and the erection of traffic control barricades
• Responds to customer requests
• Cross-trains and works with other Department staff as assigned
• Perform other related duties as assigned



REQUIRED QUALIFICATIONS
Applicants must posses a High School Diploma or GED. Applicants must also possess, or have ability to obtain and maintain, an appropriate, valid Arizona driver's license and insurability under the City’s insurance.
• Water & Wastewater Treatment Applicants must have a minimum of two (2) years experience performing maintenance duties in one of the mechanical, electrical, and/or electronic areas and possess the appropriate valid Arizona Grade II Water Treatment, Wastewater Treatment, Water Distribution, and/or Wastewater Collection Certificates at time of hire and be able to obtain a Grade III certification within 6 months of hire.
• Well-Field Treatment & Delivery, Water Distribution, Wastewater Collection, Water Reuse Storage and Delivery Applicants must have a minimum of three (3) years experience performing maintenance duties in one of the mechanical, electrical, and/or electronic areas and possess the appropriate valid Arizona Grade III Water Treatment, Wastewater Treatment, Water Distribution, and/or Wastewater Collection Certificates at time of hire. Arizona Commercial Drivers License with Tanker and Hazardous Material Endorsement required within six (6) months of hire for field positions.
• Locator Applicants must have a minimum of two (2) years experience in locating buried utilities in conformance with the requirements of Arizona Blue Stake Law and two years experience in performing construction and/or maintenance and repair duties in one of the mechanical, electrical, and/or electronic areas and possess the appropriate valid Arizona Grade II Water Distribution and/or Wastewater Collection Certificates at time of hire.


DESIRED QUALIFICATIONS
Experience in maintenance of a variety of water or wastewater equipment. Additional specialized experience in mechanical, electrical, and/or electronic fields.

Physical Demands
While performing the duties of this class, employees regularly are required to sit; talk or hear, in person and by telephone; use hands repetitively to operate equipment. Employees are required to walk, kneel, stoop, climb and stand and to exert in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Specific vision abilities required by this job include close vision, use of both eyes, ability to adjust focus and to distinguish basic colors and/or shades.

Mental Demands
While performing the duties of this class, employees regularly are required to use oral communication skills; read and interpret data and information; analyze and solve problems; interact with the general public, contractors, engineers, vendors, employees and others who may be encountered during the course of work.


WORK ENVIRONMENT

Position is subject to outside environmental conditions: No effective protection from weather. Position may be subject to extreme heat or cold for periods of more than one hour. Position is subject to noise and/or vibration. Position is subject to hazards: Proximity to moving mechanical parts, electrical current, exposure to chemicals, etc. Position is subject to atmospheric conditions: Fumes, odors, dusts, mists, gases, or poor ventilation. Position is required to wear respirator to complete a portion of its position accountabilities.
