JOB OBJECTIVES
Investigate, monitor, test, and report conditions or
activities regarding water distribution meters,
wastewater, and utility billing concerns to accomplish a
reduction of water losses, thefts, abuse, equipment
malfunctions, customer concerns, delinquent accounts
receivable, and monetary losses to the City.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from Department Head.
Functional or technical supervision may be provided by
technical, professional, and management staff.
Exercises no supervision.
POSITION ACCOUNTABILITIES - May include, but are not
limited to, the following:
Investigate water and wastewater usage appeal requests.
Investigate possible code violation regarding water theft.
Initiate civil actions against water theft upon
authorization from supervisor. Prepare reports on
investigations. Monitor large meter water use as required.
Monitor hydrant meter water usage to include setting and
reading of hydrant meters. Investigate customer concerns
and report findings to Public Services Director. Read
blueprints and assist in locating water and wastewater
service lines and meters. Investigate alleged service
differences in sanitation, water, and wastewater and
report findings to Public Services Director. Maintain
confidentiality of items being investigated and/or
monitored. Enforcement of applicable code violations.
Disconnect services for non-payment of utility billings.
Turn on/turn off services as authorized by Public Services
Director.
CRITICAL SKILLS/EXPERTISE - needed to complete position
accountabilities
Knowledge of:
Basic operation of water and wastewater system,
equipment, and tools. Application of safe working
practices pertaining to water and wastewater facilities
and equipment. Location of the City streets. City codes
pertaining to water and wastewater. Common causes and
remedies for water and wastewater usage problems.
Ability to:
Safely operate a variety of water and wastewater
equipment and tools. Safely operate a variety of hand
tools. Accurately operate a variety of water and
wastewater measuring and testing devices. Read maps,
blue prints, piping diagrams, and schematics. Perform
mathematical calculations. Evaluate information gathered
in the field regarding the reasons for unusual
consumption, low water pressure, and other service
problems and prepare written report for action by
Department Head. Communicate clearly and concisely, both
orally and in writing. Establish and maintain effective
working relationships with those contacted in the course
of work.
Experience and Training:
Any combination of experience and training that would
likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience:
Three years of water and wastewater maintenance and
repair work, three years experience in water meter
reading and maintenance and/or three years of field
auditing of utility billing accounts.
Training:
Equivalent to the completion of the twelfth grade
with additional courses in water and wastewater.
ADDITIONAL REQUIREMENTS
Physical Requirements:
Exerting in excess of 50 pounds of force
occasionally, and/or in excess of 20 pounds of force
frequently, and/or in excess of 10 pounds of force
constantly.
Work Environment:
Position is subject to outside environmental
conditions. No effective protection from the weather.
Position may be subject to extreme heat or cold for
periods of more than one hour. Position is subject to
hazards: Proximity to pipes under pressure. Position is
subject to atmospheric conditions: Fumes, odors, dusts,
mists, gases, or poor ventilation.
License or Certificate:
Possession of, or ability to obtain, an appropriate,
valid Arizona driver’s license. Possession of, or
ability to obtain, appropriate, valid Arizona Water and
Wastewater Certificates of at least a Water Distribution
grade 1 and 2 and Wastewater Collection grade 1 and 2
within probationary period.
