JOB OBJECTIVES
Maintain traffic management data
through condition surveys and related data collection,
calculation and computer input activities.
SUPERVISION RECEIVED AND EXERCISED
Receive direction from the Public Works
Superintendent. May exercise technical and functional
supervision over assigned personnel.
POSITION ACCOUNTABILITIES - May include, but are not
limited to, the following:
Conduct inventory of all new and
existing street signs, striping, traffic signals and
street lighting to catalogue condition for inclusion in
the traffic management system. Inspect and categorize
sample areas for extent and severity of distress and
calculate the traffic condition index from this data.
Enter data into a computer to evaluate street sign,
striping, traffic signal and street light condition and/or
history. Prepare maps and graphs which depict condition
trends and area involvement. Prepare cost estimates,
condition summaries and evaluate the work of contractors
to insure compliance with proper procedures and contract
work specifications. Collect all required data on new and
existing signage, striping, traffic signals and street
lighting and enter, maintain and update this information
into a database. Participate in final inspections of
contract work, coordinating work with the contractor and
the public or other City departments during the
construction phase of the projects. Write or modify bid
proposals for projects and administer contracts that have
been awarded by the Division; review and approve invoices
for management’s signature. Prepare reports for
management or other City staff relative to cost and
location of upcoming projects or programs. Communicate
with other City employees, vendors, contractors and the
public to provide information or to resolve concerns.
Assist Pavement Maintenance Technician with construction
projects as required. Prioritize, assign and prepare a
daily schedule of work to be performed. Conduct research,
analyze data and evaluate treatment life cycles to
establish criteria for forecasting and treatment usage.
Perform mathematical calculations related to evaluation
quantities for project material usage; estimate project
cost for completion of work. Interpret maps, project plans
and blueprints to locate and inventory additions to the
City’s street networks; prepare specifications for
review and approval. Perform related duties as assigned.
CRITICAL SKILLS/EXPERTISE: - needed to complete
essential functions.
Knowledge of:
The City’s major, collector and residential street
networks. The traffic system of distress classification
for signs, striping, traffic signals and street
lighting. Specialized software applications pertaining
to the job tasks. Personal computers. Manual on Uniform
Traffic Control.
Ability to:
Read, understand and evaluate contracts. Communicate
effectively verbally and in writing. Establish and
maintain an effective working relationship with
contractors, City staff and the general public. Learn,
understand and utilize specialized computer software
applications. Read, write and interpret technical
material. Follow complex written and oral instructions
and procedures. Operate a personal computer to input
data and generate reports. Establish and maintain an
effective working relationship with management, City
staff and the public.
Experience and Training:
Any combination of experience and training that would
likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience:
Three years of increasingly
responsible traffic maintenance experience, one of which
included experience in traffic maintenance condition
surveying.
Training:
Equivalent to the completion of the
twelfth grade supplemented by college level course work
in civil engineering, traffic engineering or related. An
Associates degree in civil engineering, traffic
engineering, construction technology or related may
substitute for up to two years of the required
experience on a year for year basis.
ADDITIONAL REQUIREMENTS
Physical Requirements:
Exerting up to 50 pounds of force
occasionally, and/or up to 20 pounds of force
frequently, and/or up to 10 pounds of force constantly
to move objects.
Work Environment:
Position is subject to outside
environmental conditions: No effective protection from
weather. Position may be subject to extreme heat or cold
for periods of more than one hour. Position is subject
to noise and/or vibration. Position may be subject to
hazards: Proximity to moving mechanical parts,
electrical current, exposure to chemicals, etc. Position
is subject to atmospheric conditions: Fumes, odors,
dusts, mists, gases or poor ventilation.
License or Certificate:
Possession of, or ability to obtain, an appropriate,
valid Arizona commercial driver’s license.
