JOB OBJECTIVES
Perform complex technical work in the
construction, installation, operation, and maintenance of
the City’s traffic signal system; provide staff
assistance to the Street Supervisor; does related work as
required.
SUPERVISION RECEIVED AND EXERCISED
Receive direction from the Streets
Supervisor. Exercise technical or functional supervision
over assigned personnel.
POSITION ACCOUNTABILITIES - May include, but are not
limited to, the following:
Troubleshoot, repair, and maintain
electronic traffic signal control devices, systems and
related equipment, including communication lines,
railroad, and emergency vehicle pre-empting; program
traffic signal controllers. Review the work of assigned
crews involved in the maintenance and repair of traffic
signals; provide staff assistance to the Streets
Supervisor. Participate in the construction, installation,
and maintenance of traffic signals and street lighting
systems. Perform routine preventive maintenance on traffic
signal equipment as assigned. Participate in the
operations of a personal computer based, networked traffic
signal coordination system. Maintain light inventory
system, coordinate new installations with appropriate
utilities. Review electrical and construction plans for
traffic signals and street lights; inspect all phases of
construction. Interpret plans and work orders to determine
and confirm proper placement of traffic signals and street
lights; ensure proper location of utilities and other work
hazards prior to digging. Assist in street light, stop
sign, and cross walk studies; maintain records and prepare
reports. Assist the supervisor in the organization and
scheduling of projects pertaining to traffic control and
other traffic signal problems. Troubleshoot and repair
electrical problems of street lighting. Perform
inspections on construction of traffic signals and highway
striping and signing at traffic signals. Conduct traffic
counts; prepare traffic volume reports and provide
assistance with annual traffic flow map. Perform record
keeping of maintenance and construction reports of traffic
signals. Prepare reports and maintain time, material, and
equipment used records; requisition supplies and
materials. Participate in emergency situations; coordinate
emergency and special assignments with other City
departments, divisions, and outside agencies and
organizations. Participate in budget preparation; prepare
cost estimates for budget recommendations; submit
justifications for expenditures. Assist in the preparation
of employee performance appraisals. Perform related
duties, as assigned.
CRITICAL SKILLS/EXPERTISE - needed to complete position
accountabilities
Knowledge of:
Methods, materials, tools, equipment,
procedures, practices, and theory used in the
construction, operation, maintenance, and repair of
electrical, electronic, electro-mechanical, and
mechanical devices. Component parts of computer-oriented
digital electronic and electro-mechanical devices used
in traffic controls work. Use and operate hand tools,
mechanical equipment, power tools, and equipment
required for work in a safe and efficient manner. State
laws related to signal installations and operations.
National Electrical Code. Procedures and standards of
traffic signal and sign warrants. Underground wiring and
blue print reading.
Ability to:
Perform journey-level electrical and
electronic maintenance and repair work. Evaluate
malfunctions and determine corrective action. Use
testing and diagnostic equipment to identify defects in
electrical, electronic, digital electro-mechanical
equipment. Interpret and work from plans, schematics,
and blueprints. Use and care for tools, equipment, and
testing devices used in maintaining and repairing
electrical and electronic devices. Use personal
computers for functions related to traffic signal
operations and coordination. Establish and maintain
effective working relationships with those contacted in
the course of work.
Experience and Training:
Any combination of experience and training that would
likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience:
Three years experience in the
installation, maintenance, and repair of electric,
electronic, and digital signal control devices.
Training:
Equivalent to the completion of the
twelfth grade supplemented by specialized training in
electronics or a related field. An Associate of Arts
Degree is desirable.
ADDITIONAL REQUIREMENTS
Physical Requirements:
Exerting up to 100 pounds of force
occasionally, and/or up to 50 pounds of force
frequently, and/or up to 20 pounds of force constantly
to move objects.
Work Environment:
Position is subject to outside
environmental conditions: No effective protection from
the weather. Position may be subject to extreme heat or
cold for periods of more than one hour. Position is
subject to noise and/or vibration. Position is subject
to hazards: Proximity to moving mechanical parts,
electrical current, exposure to chemicals, etc.
License or Certificate:
Possession of, or ability to obtain,
an appropriate, valid Arizona commercial driver’s
license.
Possession
of, or ability to obtain, a Level II International
Municipal Signal Association (IMSA) Certification.
