Senior Park Ranger

 

JOB OBJECTIVES

Serve as a lead worker over a crew of Park Rangers; monitoring a level of safety for park patrons, providing a presence throughout the agency’s park system to reduce vandalism and graffiti in public areas, enforcing regulations, reservations and ordinances; providing timely, professional, and courteous customer service assistance and information to park visitors.

SUPERVISION RECEIVED AND EXERCISED

This is the advanced journey level class for Park Ranger.  Positions in this class are distinguished from those in the Park Ranger class by additional responsibility of providing lead supervision to Park Ranger crew and the frequent performance of the most complex and difficult situations involving citizen complaints.  Receives general supervision from the Parks Manager or his/her designee.

POSITION ACCOUNTABILITIES – May include, but are not limited to, the following:

Act as lead worker over Park Ranger staff engaged in monitoring safely and security throughout the park’s system on a daily basis; is responsible for scheduling, assigning, training, and evaluating staff.  Oversee the Park Watch Program and actively pursues volunteers and development of Park Watch Chapters.  Patrol parks to observe conditions, correct problems or notify appropriate personnel.  Conduct building and equipment safety checks at facilities and playgrounds.  Ensure compliance with City park rules and regulations.  Offer courteous and friendly directions, information or interpretation of rules and regulations in order to gain voluntary compliance.  Exercise judgment and independent action in exercising patrol functions within legal and departmental constraints, deter criminal and other undesirable activity.  Submit ideas and suggestions relevant to improving park maintenance and future park planning.  Develops monthly, quarterly and annual reports for the Park Ranger program and analyzes data to recognize trends of safety related issues.  Organizes and oversees all safety related training and insurance that all staff are current with certifications.  Reviews and updates annually the Job Hazard Assessment requirements and insures compliance by staff.  Opens and close park facilities ensuring facilities are secure as appropriate.  Ensure reserved facilities are available as scheduled in a safe, clean condition.  Check for permits and turn park lights on and off as needed.  Prepare departmental reports listing injuries, vandalism, thefts, and patrol time.  Promote park cleanliness, check and monitor park restroom and playground facilities.  Provide assistance in emergency situations; call for police or medical assistance.  Cites misdemeanor offenses for violation of Chapter 18 of City Ordinances, Parks and Recreation.  Demonstrates continuous effort to improve operations, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.  Reviews and updates training manuals, oversees the procurement of uniforms, supplies and materials to perform the day-to-day functions.  Maintains close communication with the Police Department to reduce criminal activities in city parks, and other city departments for public safety and emergency issues.  Oversees the hiring procedures for Park Ranger positions and conducts all required background investigations of employees hired.  Attends meetings, seminars, training sessions, and workshops to keep current on Park Ranger activities.  Provides input for annual budget and oversees expenditures for the entire year for the Park Ranger Program.  Assist with park and/or recreation programs and special events.  Performs related duties as assigned.

CRITICAL SKILLS/EXPERTISE – needed to complete position accountabilities

Knowledge of:

Local city parks, facilities and locations.  City ordinances and state statutes for municipal park use.  Park safety practices.  Department policies and regulations.  Patrol and security procedures and practices.  A working knowledge of supervisory methods and techniques.

Ability to:

Understand and enforce rules and regulations relating to municipal parks.  Work independently in the absence of direct supervision.  Anticipate and solve complex problems.  Communicate effectively, both orally and in writing.  Understand and follow oral and written instructions.  Perform outdoor maintenance duties.  Proven ability to write and prepare reports in an accurate and succinct manner.  Ability to understand and enforce rules in a professional and courteous manner.   Ability to understand, follow, and convey oral and written instructions.  Ability to anticipate and resolve problems. Ability to observe and monitor compliance with prescribed operating and safety standards.  Ability to use common hand tools for repairs and basic outdoor maintenance duties.  Ability to work in a variety of weather conditions with exposure to the elements.

Experience and training:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience:

Two  years of experience as a Park Ranger, preferably with one year in a lead supervisory capacity or equivalent experience in public recreation, security or related field 

Training: 

Equivalent to the completion of the twelfth grade.

ADDITIONAL REQUIREMENTS

Work Environment:

Position is subject to outside environmental conditions:  No effective protection from weather.  Position may be subject to extreme heat or cold for periods of more than one hour.  Extensive walking patrolling a City park.  May occasionally encounter hostile or irate persons.

License or Certificate:

Possession of a valid Arizona driver’s license.  Basic Life Support (CPR) and First Aid certification.
