GENERAL PURPOSE
Under general direction, performs a
variety of activities to ensure and coordinate collection
of delinquent and inactive balances from various City
programs, including utilities, tax and license, library,
accounts receivables, claims, fees and assessments; and
performs related duties as assigned.

This class can be distinguished from
others by the incumbent’s responsibility for collecting
accounts due the City.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended

Monitors accounts to determine
delinquencies and selects accounts for collection efforts;
selects best method for collection based on account
history; contacts delinquent customers by phone, letter or
in person in an effort to collect on delinquent accounts.
Resolves difficult customer complaints either by phone,
letter or in person. Produces and examines utility, sales
tax and accounts receivable balances to coordinate
collection procedures. Collects delinquent payments and
arranges payment schedules; issues adjustments on
delinquent accounts. Responds to questions from internal
staff and/or customers regarding accounts, payment
options, regulations, and collection process and
procedures. Conducts skip traces to locate owners of
delinquent accounts. Coordinates with attorneys,
accountants, auditors and other representatives to resolve
delinquent accounts. Maintains detailed log of daily
collections and other customer contacts. Verifies
ownership of commercial and residential properties.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Access and AS400 databases;
spreadsheets; ADG tax systems; Model City Tax Code and
City Ordinance; utility database; Fair Debt Collection
Act; U.S. bankruptcy law, rules, regulations; collection
law and practices.
Ability to:
Understand and interpret principles,
laws and procedures involving tax code; accurately
maintain records and files and prepare financial
reports; analyze data and draw logical conclusions;
operate a computer and utilize word processing,
spreadsheet and City software; establish and maintain
cooperative working relationships with those encountered
in the course of the work; deal effectively with the
public under difficult situations.
Training and Experience:
A typical way of obtaining the
knowledge, skills and abilities outlined above is
college course work in accounting or a related field;
and two years of responsible collection experience; or
an equivalent combination of training and experience.
Licenses; Certificates; Special Requirements:
A valid Arizona driver’s license.

While performing the duties of this
