JOB OBJECTIVES
Perform work requiring the collection
of data, evaluation and inventory of hazardous materials
and recycling materials; interact with other departments
and the public relative to environmental services
activities.
SUPERVISION RECEIVED AND EXERCISED
Receive direction from the Public Works
Superintendent. May exercise technical and functional
supervision over assigned personnel.
POSITION ACCOUNTABILITIES - May include, but are not
limited to, the following:
Conduct inventory of all items
collected, stored, and processed for disposal. Identify
and classify all items collected; conduct on site
evaluations to ensure that all items are stored according
to OSHA standards. Prepare cost estimates, condition
summaries and evaluate the work of contractors to insure
compliance with proper procedures and contract work
specifications. Collect all required data on hazardous
materials (hazmat) operations, recycling collections and
enter the information into a data base; maintain and
update information. Participate in final inspection of
collection sites; perform field inspection of recycling
sites, coordinate work with contractor, and the public, or
other city departments during the collection phase of the
project. Prepare reports for management or other city
staff relative to cost and location of upcoming hazmat
projects or recycling programs. Communicate with other
city employees, vendors, contractors and the public to
provide information or to resolve concerns. Prioritize,
assign and prepare a daily schedule of work to be
performed. Conduct research, analyze data and evaluate
collection cycles to establish criteria for forecasting
and establishing collection and storage of items
collected. Perform related duties, as assigned.
CRITICAL SKILLS/EXPERTISE - needed to complete position
accountabilities:
Knowledge of:
The city’s major, collector and
residential streets. Hazardous materials as applied to
public protection. Computer software applications
pertaining to the job task. Personal computers.
Ability to:
Communicate effectively verbally and
in writing. Establish and maintain an effective working
relationship with contractors, city staff, and the
general public. Learn, understand, and utilize
specialized computer software applications. Read, write,
and interpret technical materials. Follow complex
written and oral instructions and procedures. Operate a
personal computer to input data and generate reports.
Establish and maintain an effective working relationship
with management, city staff the public. Read, understand
and evaluate contracts.
Experience and training:
Any combination of experience and
training that would provide the required knowledge and
abilities is qualifying. A typical way to obtain the
knowledge and abilities would be:
Experience:
Three years of increasingly
responsible experience in hazardous waste collection,
hauling and storage techniques.
Training:
Equivalent to the completion of the
twelfth grade supplemented by course work in the
categorization and storage of hazardous materials.
ADDITIONAL REQUIREMENTS
Physical Requirements:
Exerting up to 50 pounds of force
occasionally, and/or up to 20 pounds of force
frequently, and/or up to 10 pounds of force constantly
to move objects.
Work Environment:
Position is subject to outside
environmental conditions: No effective protection from
weather. Position may be subject to extreme heat or cold
for periods of more than one hour. Position is subject
to noise and/or vibration. Position may be subject to
hazards: Proximity to moving mechanical parts,
electrical current, exposures to chemicals, etc.
Position is subject to atmospheric conditions: fumes,
odor, dust, mist, gases, or poor ventilation.
License or Certificate:
Possession of, or ability to obtain,
an appropriate valid Arizona driver’s license with a
hazmat endorsement. OSHA certification on the proper
handling and storage of hazardous materials. First aid
certification.
