GENERAL PURPOSE
Under general supervision, compiles,
enters, maintains, integrates, analyzes and reports
findings on crime and other related statistical data and
information; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
An incumbent in this class is
responsible for compiling, maintaining, analyzing and
integrating crime and other related statistical data and
information for the police department to aid in
determining crime patterns, trends and "hot
spots," as well as to provide management with
specific information to assist in department planning
purposes.
Crime Statistical Analyst is
distinguished from the Management Analyst in that an
incumbent in the former class primarily focuses on
compiling and analyzing technical and specialized
statistical data and information associated with crime,
while an incumbent in the latter develops reports and
recommendations on a wide array of subjects requiring the
compilation and analyses of a diverse data and
information, ranging in degree of complexity and scope.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended
only as illustrations of the various types of work that

Compiles, organizes and reviews raw
data from crime reports and other law enforcement
documents; enters raw data into appropriate databases and
generates resulting statistical reports; reviews,
analyzes, investigates and integrates statistical
information; determines and makes conclusions regarding
patterns, trends,"hot spots," suspects, etc.;
develops recommendations for appropriate police department
responses, to include planning, tactical or preventive
deployment. Communicates and reports statistical
information, findings or recommendations to management,
City police force, the media and other police agencies;
within specified guidelines, writes and distributes
bulletins to patrol and investigative officers, the media
and other law enforcement agencies; develops and presents
a monthly overview of criminal activity to Chief of Police
and other Command Staff members; creates weekly burglary
maps and spreadsheet for the media and City Council;
designs and updates Crime Analyst web page; as requested
and within department guidelines, compiles and distributes
statistical information to Peoria citizens and businesses;
develops other reports, charts and maps as directed. As
assigned, plans, organizes, and conducts special crime and
related statistical studies and projects to provide senior
management with accurate, complete data to aid in future
planning and decision making; determines analytical
techniques and information-gathering processes and obtains
necessary information and data for analyses; identifies
problems, trends, patterns and issues; develops
presentation materials and reports to management on
findings. As requested by officers and other agency
requests for information, compiles, reviews, analyzes or
integrates data from AS400 calls for service and Uniform
Crime Reporting data and distributes information to those
parties. Develops, maintains and utilizes a geocodable
mapping system to track and analyze suspect and criminal
activity; analyzes, stores, retrieves and manipulates
spatial data and creates crime maps that provide officers
with visual images of criminal activity and locations of
crimes and suspects. Enters data into and maintains the
Registered Sex Offender database; reviews and analyzes
data as necessary and develops conclusions; reports trends
and patterns to appropriate parties. Maintains working
relationships with other law enforcement agencies to
provide and obtain information; keeps abreast of current
trends in field of responsibility by researching and
reviewing professional literature and participating in
professional crime analyst organizations; represents the
City by serving and participating on various committees
with other law enforcement personnel; attends and actively
participates in all required department, City and external
meetings. Researches and advises senior management on
needs and requirements of the Police department related to
statistical data processing information systems and tools
and the retention of appropriate statistical data.
OTHER DUTIES
Completes grant proposals related to
area of responsibility; researches and identifies
appropriate grant opportunities; writes and submits grant
proposals; follows-up with grantor organization. Provides
basic crime analysis to Police Officers and supervisors.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Principles, practices, procedures,
methods and techniques of crime statistics compilation
and analyses; information sources and trends in the
field of crime statistical analysis; theories,
practices, methods and techniques of tracking and
communicating crime statistical data; applicable
federal, state and local laws and regulations;
principles and practices of sound business
communication; correct English usage, including
spelling, grammar and punctuation; City organization,
ordinances, rules, policies and procedures applicable to
departmental operations; methods of report presentation;
advanced uses of word processing, spreadsheet, database
and other crime statistical software to create complex
documents and materials requiring the interpretation and
manipulation of data.
Ability to:
Identify developing crime patterns
from criminal activity data; prepare clear, accurate and
concise reports, records, graphs, maps and charts;
operate a computer using word processing, spreadsheet,
crime analysis and database software; communicate
clearly and concisely, orally and in writing; collect,
evaluate and interpret varied information and data;
establish and maintain effective working relationships
with those contacted in the course of work; coordinate
multiple assignments and meet critical deadlines;
organize, set priorities, take initiative and exercise
sound independent judgment within areas of
responsibility.
Training and Experience:
A typical way of obtaining the
knowledge, skills and abilities outlined above is
graduation from an accredited college or university with
major coursework in criminal justice or a related field
and specialized training in crime analysis theory and
applications, criminal intelligence analysis, tactical
crime analysis and spatial (GIS) analysis; and three
years of increasingly responsible and wide-ranging
police or criminal justice experience, or an equivalent
combination of training and experience.
