JOB OBJECTIVES
Plan, direct, and review the activities and operations
of the Community Services Department.
SUPERVISION RECEIVED AND EXERCISED
Receive administrative direction from the City Manager.
Exercise direct and technical and functional
supervision over professional, technical, and clerical
personnel.
POSITION ACCOUNTABILITIES - May include, but are not
limited to, the following:
Develop, plan, and implement goals and objectives;
recommend and administer policies and procedures.
Plan, direct, and review the activities of the
Department, including the areas of recreation, social
services, community center, library, and human services.
Supervise and participate in the development and
administration of the department budget; direct and
forecast of additional funds needed for staffing,
equipment, materials and supplies, monitor and approve
expenditures; implement mid-year adjustments.
Select, train, motivate, and evaluate personnel;
establish and monitor employee performance objectives;
prepare and present employee performance reviews; provide
or coordinate staff training; work with employees to
correct deficiencies; implement discipline and termination
procedures.
Conduct special studies and assignments; develop
comprehensive recommendations for management use.
Negotiate leases for all municipal facilities and
appropriate contract services.
Meet with the public to discuss City community services
policies, practices, and problems.
Determine long-range plans and future needs of
additional facilities, equipment, programs, services, and
staff needs.
Formulate long-range plans for the community services
in conjunction with other management personnel.
Prepare grant applications for funding housing, social
services, transit, special needs, park developments, arts,
and other projects; administer grant funding.
Direct preparation of agendas and support materials for
various commission meetings, including Housing Commission,
Arts Commission, Library Board, Parks and Recreation
Board, and City Council.
Respond to and resolve the most difficult citizen
inquiries and complaints.
Coordinate community and leisure activities with other
City departments and with outside agencies, including
Federal, State, and other City leisure service
departments.
Maintain departmental awareness of contemporary
developments in management and the fields of specialty.
Serve as staff liaison for various boards and
commissions.
Perform related duties, as assigned.
CRITICAL SKILLS/EXPERTISE - needed to complete position
accountabilities
Knowledge of:
Organizational and management practices as applied to
the analysis and evaluation of programs, policies, and
operational needs; Principles and practices of
administration as applied to the operations of the
community services; Recent developments, currents
literature, and sources of information in municipal
community and leisure services administrations;
Principles and techniques of budget development and
administration; Principles and practices of
organization, administration, and personnel management.
Ability to:
Plan, prioritize, assign, and direct the work of
professional, technical, and clerical personnel;
Organize, direct, and coordinate the activities of a
large department in a manner conductive to full
performance and high morale; Select, supervise,
train, and evaluate personnel.
Experience and Training:
Any combination of experience and training that would
likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience:
Five years of supervisory experience in municipal
community and leisure administration, including two
years of administrative responsibility.
Training:
Equivalent to a Bachelor’s degree from an
accredited college or university with major course work
in public administration or a related field.
ADDITIONAL REQUIREMENTS
Physical Requirements:
Exerting up to 10 pounds of force occasionally and/or
negligible amount of force frequently to move objects;
involves sitting most of the time.
Work Environment:
Position is typically office or administrative work
and is not substantially exposed to adverse
environmental conditions.
License or Certificate:
Possession of, or ability to obtain, an appropriate
valid Arizona driver's license.
