Community Development Director

 

JOB OBJECTIVES:

Plan, organize and direct the activities of the City’s Community Development Department which includes the Planning, Neighborhood Services, and Building Safety Divisions. Formulate, modify and improve activities and processes involved in private development plan review, inspection, and permitting. Implement Departmental policies, procedures, plan long - range programs and make difficult technical and administrative decisions.

SUPERVISION RECEIVED AND EXERCISED:

Receive administrative direction from a Deputy City Manager.

Exercise direct supervision over professional, technical and clerical personnel.

POSITION ACCOUNTABILITIES:

Perform responsible managerial administrative work in planning, organizing and directing the activities of the City’s Community Development Department. Develop, plan and implement Department goals and objectives, which are consistent with the City’s development plan.

Review growth patterns, trends in land use, community needs and other factors in developing recommendations for controlling and regulating community development and services.

Establish policies and programs for housing, redevelopment and neighborhood improvement, plan review and inspections.

Resolve problems and issues arising from the development process, work with applicants, department staff and other City departments to effectively resolve conflicts; work effectively with a variety of conflicting or competing interests.

Supervise and participate in the development and administration of the Department’s operating budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement mid-year adjustments.

Serve as a member of the City’s management team; provide information and recommendations regarding operations; assist in making decisions related to all facets of municipal government.

Communicate and work proactively with developers, community organizations, neighborhood associations and agency officials on current or proposed development projects, including private development or grant fund projects.

Serve as technical advisor to City Boards and Commissions, City Council, Deputy City Manager, City Manager, City Departments, and civic groups on planning, zoning, plan review, inspection, code enforcement, and related matters; interpret ordinances and regulations as they apply to respective areas.

Guide developers through the development process, coordinate site selection, negotiations, land assembly and project financing; oversee projects to ensure compliance with contract and all applicable City codes and ordinances, state and federal law; establish control systems to ensure timely and effective project implementation.

Select, train, motivate, and evaluate personnel; establish and monitor employee performance objectives; prepare and present employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Confer with engineers, developers, architects, a variety of agencies, and the general public in acquiring information and coordinating development services matters.

Interpret and promulgate policies of City Officials in the operation of assigned responsibilities.

Perform related duties as assigned.

CRITICAL SKILLS/EXPERTISE -needed to complete essential functions.

Knowledge of:

Organization and management principles as applied to the development and administration of a comprehensive community development program;  A wide range of site plan/development requirements, including design, construction and scheduling;  Land use principles and applicable development responsibilities;  Principles and practices of urban planning and zoning, engineering, plans review, and building inspection;  Research methods and sources of information related to urban growth and development;  Principles and techniques of budget development and administration;  City codes and ordinances, state and federal laws related to the development process.

Ability to:

Plan, prioritize, assign, and direct the work of professional, technical and clerical personnel;  Effectively apply development techniques and practices to the establishment of strategies, programs, goals and objectives;  Prepare and administer a large municipal department budget;  Interpret planning, zoning, and building inspection policies and procedures to the general public;  Identify and resolve a wide variety of problems and concerns in the development of land use policy;  Work effectively with a variety of conflicting or competing interests through consensus building, discussion and persuasion;  Communicate clearly and concisely, both orally and in writing;  Select, supervise, train and evaluate personnel;  Establish and maintain cooperative working relationships with those contacted in the course of work.

Experience and Training:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of complex administrative responsibility in urban development, municipal planning, or code administration, including two years of supervisory experience.

Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in urban planning and design, architecture, engineering, public administration or a related field. A Master’s degree in the above fields is highly desirable.

Physical Requirements:

Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently to move objects; involves sitting most of the time.

Work Environment:

Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions.
