JOB OBJECTIVES
Perform administrative work of considerable difficulty
in regard to a wide range of municipal issues; provide
support and assistance to the City Manager; assist
Department Directors and the City Manager in achieving
departmental and Citywide goals and objectives.
SUPERVISION RECEIVED AND EXERCISED
Receive general direction from the City Manager.
Exercise direct, technical and functional supervision over
assigned staff.
POSITION ACCOUNTABILITIES - May include, but are not
limited to, the following:
Assist the City Manager, Deputy City Manager,
administrative officers and City staff in the planning,
organizing, and implementation of a variety of programs.
Brief the City Manager on various issues and present
program proposals for approval and submission to City
Council; serve as a member of the City’s management
team.
Meet and correspond with various citizen and business
groups to respond to questions and secure assistance in
implementing programs.
Oversee the City’s public information program
including cable television, customer service and citizens’
request for services programs, the municipal arts program,
and other assigned programs.
Meet with the Mayor and/or City Council and attend
Council meetings; draft reports concerning assigned areas
of responsibility, as directed.
Review results of major studies and coordinate the
preparation of reports and recommendations.
Assist in reviewing and editing the City Council
agenda; represent the City at various conferences and
meetings.
Demonstrate continuous effort to improve operations,
decrease turnaround times and streamline work processes.
Perform related duties, as assigned.
CRITICAL SKILLS/EXPERTISE - needed to complete position
accountabilities
Knowledge of:
Principles and practices of public administration and
municipal government; Public administrative
research methods, techniques, and methods of report
presentation;
Municipal
operations; Principles underlying the laws and
regulations of the municipality.
Ability to:
Interpret rules and regulations and make decisions in
accordance with established policies; Learn the
City’s programs, problems, and resources available to
resolve municipal problems; Analyze a variety of
administrative, operational, and fiscal issues and make
sound recommendations for solutions; Develop
working procedures and programs; Perform a broad
range of supervisory responsibilities; Communicate
with customers, clients, employees, and the public in
person and/or in group settings; Produce clear,
concise, grammatically correct written documents;
Work effectively with all levels of personnel,
management, and the public.
Experience and Training:
Any combination of experience and training that would
likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience:
Five years of experience in municipal management
positions with responsibility for program direction and
budget administration or for coordination and
supervision of such functions.
Training:
Equivalent to a Bachelor's degree from an accredited
college or university with major course work in public
administration, business administration, or political
science. A Master's degree in business or public
administration is preferred.
ADDITIONAL REQUIREMENTS
Physical Requirements:
Exerting up to 10 pounds of force occasionally and/or
negligible amount of force frequently to move objects;
involves sitting most of the time.
Work Environment:
Position is typically office or administrative work
and is not substantially exposed to adverse
environmental conditions.
