City Traffic Engineer

 

JOB OBJECTIVES

Plan, organize and supervise Signal Systems and Traffic Operations of the Traffic Engineering Section; provide administrative support to the Public Works Director and perform a variety of technical tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

Receive direction from the Public Works Director or from designated management staff. Exercise direct supervision over assigned staff.

POSITION ACCOUNTABILITIES - May include, but are not limited to, the following:

Review, evaluate and approve traffic engineering plans for private development. Review and approve traffic control plans for construction projects. Develop traffic engineering standards, specifications, timing charts, procedures for designing intersections, curbs, lanes, signs and signals. Receive and respond to neighborhood complaints and coordinate traffic studies; analyze findings; prepare reports and make recommendations. Oversee Traffic CIP; prepare specifications; review plans for traffic control devices for bidding process. Manage, design and implement the City’s traffic signal interconnect. Review and investigate citizen requests for new signs, speed limit adjustments or safety devices. Oversee the City’s Bicycle Program. Assist with the preparation of the Traffic Section and CIP budget. Recommend and assist with the preparation and implementation of Public Works Department goals and objectives. Conduct field reviews and inspections of specific projects and signal equipment. Plan, organize and may supervise traffic signal and sign maintenance staff and the operation of the signal system, traffic operations, studies and design of the Traffic Engineering Section. Provide administrative support to the Department Director and the Assistant City Engineer; perform a variety of technical tasks relative to the assigned area of responsibility. Perform related duties as assigned.

CRITICALSKILLS/EXPERTISE:-may be needed to complete position accountabilities.

Knowledge of:

Principles and practices of traffic engineering. Traffic signal control system design, its hazards and applicable safety precautions. Terminology, methods, practices and techniques used in technical traffic engineering report preparation. Principles of mathematics as applied to technical traffic engineering work. Organizational and management practices as applied to the analysis and evaluation of programs, policies and operation needs. Signal construction, maintenance, and repair. Sign fabrication, installation and maintenance. Pavement marking programs. Pertinent Federal, State, and local laws, codes and regulations including traffic laws and regulations pertaining to traffic control. Recent developments, current literature and sources of information regarding civil and traffic engineering. Principles and practices of budget preparation and administration. Principles and practices of project management. Principles of supervision, training and performance evaluation. Modern office procedures, methods and computer hardware and software programs.

Ability to:

Supervise, train and evaluate assigned staff. Direct the operations of a modern traffic engineering operations section. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Interpret and apply Federal, State, and local policies, procedures, laws and regulations. Supervise the preparation and maintenance of records and prepare comprehensive technical reports. Assist in the preparation and administration of the section budget. Effectively compile rough technical data and prepare statistical and narrative reports from field studies. Communicate clearly and concisely both orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work.

Experience and Training:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of increasingly responsible professional technical traffic engineering experience including experience in the design, implementation and operation of traffic control systems and traffic operations. Considerable (2-3 years) experience with computerized traffic signal control systems is desirable.

Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil or traffic engineering, or related field.

ADDITIONAL REQUIREMENTS

Physical Requirements:

Exerting up to 20 pounds of force occasionally, and the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work.

Work Environment:

Position is subject to both environmental conditions; activities occur inside and outside.

License or Certificate:

Possession of, or ability to obtain, an appropriate, valid Arizona driver’s license. Possession of a Certificate of Registration as a professional civil engineer in the State of Arizona is desirable.
