JOB OBJECTIVES
Plan, organize and supervise the operations of the
Building Safety Division, including building plans
reviews, building permits, and inspections; perform a
variety of highly skilled technical tasks relative to
assigned areas of responsibility; and, provide highly
complex and administrative support to the Community
Development Director.
SUPERVISION RECEIVED AND EXERCISED
Receive direction from the Community Development
Director. Exercise direct supervision over professional,
technical and clerical staff.
POSITION ACCOUNTABILITIES - May include, but are not
limited to, the following:
Develop, plan, and implement goals and objectives;
recommend improvements and methods for plans review,
permit issues, and building inspection; implement policies
and procedures. Plan, prioritize, assign and supervise the
work of staff involved in plan checking, permits and
inspection. Supervise and participate in the development
and administration of the Building Safety Division
operating budget, direct the forecast of additional funds
needed for staffing, equipment, materials and supplies;
monitor and approve expenditures; implement mid-year
adjustments. Evaluate operations and activities of
assigned responsibilities; recommend improvements and
modifications; prepare various reports on operations and
activities. Serve as technical advisor to the Board of
Appeals, City Council, City Manager, City departments and
civic groups on development activities and related
matters; interpret ordinances and regulations as they
apply to assigned responsibilities. Select, train,
motivate and evaluate personnel; establish and monitor
employee performance objectives; prepare and present
employee performance reviews; provide or coordinate staff
training; work with employees to correct deficiencies;
implement discipline and termination procedures. Direct,
coordinate and recommend amendments to the Building Codes
and provide Code interpretation as needed. Conduct special
studies and assignments; research complex problems;
prepare a variety of comprehensive reports. Confer with
architects, engineers, contractors and owners on proposed
projects to resolve unusual problems. Respond to and
resolve difficult citizen complaints and inquiries. Make
field inspections as necessary to determine structural
soundness or proper installation of the more complicated
structures or systems. Coordinate division activities with
other City departments and outside agencies. Perform
related duties, as assigned.
CRITICAL SKILLS/EXPERTISE - needed to complete position
accountabilities
Knowledge of:
Modern methods and techniques applied to the design
and construction of residential, commercial and
industrial buildings. Building related codes enforceable
by the City, including the Uniform Building, Electrical,
Plumbing and Mechanical Codes, the Zoning Code and
Subdivision Regulations. Engineering principles related
to materials and design concepts of mechanical,
electrical and plumbing systems. Principles of
structural design and engineering mathematics. Research
methods and sources of information related to building
code enforcement. Field inspection procedures and
techniques. Budgeting procedures and techniques.
Principles and practices of organization, administration
and personnel management.
Ability to:
Plan, prioritize, assign and direct the work of staff
involved in the Building Safety Division. Select,
supervise, train, and evaluate personnel. Identify,
coordinate and resolve a wide variety of land use and
development policy issues. Apply and follow proper plan
check techniques to examine workmanship and materials
and detect deviations from plans, regulations and
standard construction practices. Interpret and apply
pertinent Federal, State and local laws, codes and
regulations. Advise on standard construction methods and
requirements for residential, commercial and industrial
buildings. Read and interpret complex building plans,
engineering calculations, site surveys, project
specifications and blue prints. Prepare and administer a
division budget. Communicate clearly and concisely, both
orally and in writing.
Experience and Training:
Any combination of experience and training that would
likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience:
Five years of progressively responsible experience in
buildings plans review administration including two
years of supervisory and administrative experience.
Training:
Equivalent to a Bachelor's degree from an accredited
college or university with major course work in
architecture or a related field.
ADDITIONAL REQUIREMENTS
Physical Requirements:
Exerting up to 10 pounds of force occasionally and/or
negligible amount of force frequently to move objects;
involves sitting most of the time.
Work Environment:
Position is typically office or administrative work
and is not substantially exposed to adverse
environmental conditions.
License or Certificate:
Possession of, or ability to obtain, an appropriate,
valid Arizona driver's license.
