Librarian
JOB OBJECTIVES
Plan, organize, and manage the activities and staff of a
branch library.
SUPERVISION RECEIVED AND EXERCISED
Receive direction from the Library Manager. Exercise direct
supervision over assigned professional, technical, clerical
and volunteer library staff.
POSITION ACCOUNTABILITIES: May include, but are not limited
to, the following:
Plan, organize, and manage the activities and staff of a
branch library. Establish policies, rules, and procedures
for efficient and effective operation of the branch library;
evaluate operations and activities of assigned
responsibilities; recommend improvements and modifications;
prepare various reports on operations and activities.
Oversee and participate in providing patron reference and
reader services; perform on-line searches; assist the public
in the use of electronic databases. Participate in budget
preparation and administration; prepare cost estimates for
budget recommendations; submit justifications; monitor and
control expenditures. Participate in selection, training,
motivation, and evaluation of assigned personnel;
participate in establishing and monitoring employee
performance objectives; work with employees to correct
deficiencies; recommend and implement employee discipline.
Research funding sources, prepare grant proposals and
administer and monitor grants. Develop technical
specifications and requests for proposals for products and
services. Select materials and make decisions regarding
purchases. Resolve citizen complaints or problems with
library services, policies or procedures. Perform related
duties, as assigned.
REQUIRED QUALIFICATIONS
Bachelor’s degree from an accredited college or university
with major course work in library science or a related field
or equivalent. Three years of professional library
experience including one year of supervisory experience.
Knowledge of Principles, practices and technology of library
science and library administration, including methods and
techniques of library reference, circulation, technical
services, and juvenile services. Theories, principles,
practices, and techniques of personnel management and
administration. Principles and practices of supervision.
Library automation and information retrieval systems.
Principles and practices of budget preparation and
administration. Library programs and services and their
relationship to community needs.
Ability to Plan, coordinate and supervise the activities and
staff of a branch library. Select, train, supervise and
evaluate assigned personnel. Develop and implement library
programs and services applicable to the needs of patrons and
the community. Interpret library policies and communicate
library services to the public. Evaluate the library
collection, determine current trends, and select new
materials. Prepare and administer a library program budget.
Communicate effectively, both orally and in writing.
Establish and maintain effective working relationships with
those contacted in the course of work.
Any combination of experience and training that would likely
provide the required knowledge and abilities is qualifying.
DESIRED QUALIFICATIONS
Masters Degree in Library Science desirable. Experience
working in a municipal library setting. Extensive knowledge
of collections development and management, including print,
audio-visual and electronic resource selection, weeding and
cataloging procedures; modern library policies, methods,
terminology and practices; general and specialized reference
print and non-print materials, bibliographic and
webliographic sources, online databases, external library
resources (e.g., special and academic libraries) and the
field of book publishing; automated library information
systems and tools; patron advisory methods and practices;
current developments in the library field and the delivery
of library services; micro-computer and other computerized
applications pertaining to the library field, as well as
their general applications.
PHYSICAL AND MENTAL DEMANDS
Physical Requirements: Exerting up to 20 pounds of force
occasionally and the use of arm and/or leg controls requires
exertion of forces greater than that for Sedentary Work.
Exerting up to 50 pounds of force occasionally, and/or up to
20 pounds of force frequently, and/or up to 10 pounds of
force constantly to move objects.
