Assistant City Traffic Engineer

 

JOB OBJECTIVES

Perform advanced professional traffic engineering work in various areas including traffic signals, traffic safety, and neighborhood traffic management; and perform a variety of technical tasks relative to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

Receive direction from the Traffic Engineer or designated management staff.

POSITION ACCOUNTABILITIES - May include, but are not limited to, the following:

Recommend and assist in the implementation of goals and objectives; establish schedules and methods for signal systems computer operations, signal construction and maintenance, sign fabrication, installation and maintenance, and pavement marking. Study traffic engineering problems and develop plans for improvements. Observe markings and other traffic control devices and design plans for safe control and flow of traffic. Survey traffic conditions, volume analyses, accident analyses and parking studies, and draft reports relative to findings. Respond to complaints from the public, confer with department and division heads in regard to problems; investigate complaints and speak to interest groups on traffic engineering subjects. Act as departmental representative at meetings with other departments and agencies as directed. Demonstrate continuous effort to improve operations, decrease turnaround times, and streamline work processes. Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities. Implement computerized traffic signal control system; bring designated signals on-line; evaluate data to develop timing plans. Conduct field reviews of work programs, review projects for conformance to established plans, specifications and goals. Coordinate section activities with other departments, divisions, and outside agencies, coordinate crew activities with private contractors on specialized jobs. Resolve work problems and interpret administrative policies to subordinates, other departments, consultants, contractors, architects, planners and the public. Serve as technical advisor on traffic engineering related matters and provide technical information and advice to other City departments, divisions and outside agencies. Perform related duties, as assigned.

CRITICAL SKILLS/EXPERTISE - needed to complete position accountabilities

Knowledge of:

Traffic engineering principles, construction and maintenance practices and statistical survey procedures. Surveying procedures. Surveying and drafting instruments and methods. Electrical traffic control devices. Computerized traffic control systems and strategies. The principles, techniques and methods of pavement marking and traffic routing. Traffic signal control system design, hazards and applicable safety precautions. Principles of mathematics as applied to technical traffic engineering work. Signal construction, maintenance and repair. Sign fabrication, installation and maintenance. Modern office procedures, methods and computer equipment including computer software.

Ability to:

Organize and conduct surveys, compile statistical data and prepare reports on traffic problems. Communicate clearly and concisely, both orally and in writing. Produce written documents with clearly organized thoughts. Enter data or information into a terminal, PC, or other keyboard device. Establish and maintain effective working relationships with others. Use graphic instructions such as blueprints, schematic drawings, layout or other visual aids. Interpret and apply federal, state and local policies, laws and regulations.

Experience and Training:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Three years of professional and technical traffic engineering experience. Experience interacting with the public, elected officials, private consultants and other government agency staff is highly desirable.

Training:

Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil or traffic engineering or related.

ADDITIONAL REQUIREMENTS

Physical Requirements:

Exerting up to 20 pounds of force occasionally and the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work.

Work Environment:

Position is subject to environmental conditions; activities occur inside and outside.

License or Certificate:

Possession of, or ability to obtain, an appropriate, valid Arizona driver’s license. Possession of a Certificate of Registration as a professional civil engineer in the State of Arizona is desirable.
