JOB OBJECTIVES
Perform work of considerable difficulty in planning,
organizing, and directing the activities of the Engineers
for plan review, CIP, Off-site Supervisors,
and/or Technicians; oversee assigned engineering functions
that may include private development, capital
improvements, and to provide staff assistance to the City
Engineer.
SUPERVISION RECEIVED AND EXERCISED
Receive general direction from the City Engineer or
Deputy Utilities Director.
Exercise direct, technical, and functional supervision
over assigned staff.
POSITION ACCOUNTABILITIES -
May include, but are not limited to, the following:
Assist in the enforcement of proper procedures,
policies, and operations of the Engineering Division.
Participate in the preparation of the ten-year Capital
Improvement Plan; coordinate construction of CIP projects;
assist with formation of improvement districts. Assist in
the preparation of a Division budget; make budget
recommendations relative to assigned areas of
responsibility; assist in budget implementation;
participate in the forecast of additional funds needed for
staffing. Plan, assign, and supervise the work of assigned
Engineers, Utilities field staff, Off-site Supervisors, and/or
Technicians;
participate in recommending the appointment of personnel;
prepare and present performance appraisals; provide or
coordinate staff training and work with employees to
correct deficiencies. Assist management in developing
short and long range plans and goals for the Division.
Assist in the review of development plans; assist with
annexation process by preparation of legal descriptions
and maps. Assist in preparing updates of street, drainage,
water, and sewer maps; prepare striping and signage plans,
and water and wastewater analysis reports.
Assist in preparation of plans and specifications and
coordinate bidding process for projects; assist in
negotiation of scope of work, man hours, and fees for
design services; review and approve construction project
pay requests. Participate in the preparation, development,
and evaluation of technical studies, reports and analysis
regarding engineering projects; analyze and evaluate study
results. Coordinate engineering activities and agreements
with other City departments, divisions, and outside
agencies. Attend Council Meetings and other meetings, as
required, to represent engineering matters. Participate in
special projects as assigned. May assume division
responsibility in the absence of the City Engineer and/or
Deputy Utilities Director.
Prepare paperwork for federally-funded projects (CDBG),
Water Infrastructure Finance Authority (WIFA), or other
funding sources.

CRITICAL SKILLS/EXPERTISE - needed to

Knowledge of:
Modern principles and practices of
engineering administration. Principles and practices of
civil engineering as applied to the development and
construction of public works projects. Methods,
materials, and techniques used in the construction of
public works projects or water and wastewater
facilities; depending on assignment. Applicable laws and regulatory
codes related to development and engineering. Principles
and techniques of operating and capital budget
development and administration. Principles of
supervision, training, and performance evaluation.
Ability to:
Plan and coordinate work to ensure efficient, timely,
and cost-effective completion of construction projects.
Communicate City standards and performance requirements
to developers, consultants, contractors, and City staff.
Supervise, train, and evaluate assigned personnel.
Prepare and monitor a Division budget. Communicate
clearly and concisely, both orally and in writing.
Experience and Training:
Any combination of experience and training that would
likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience:
Four years of increasingly responsible professional
civil engineering experience, including some supervisory
experience, preferably in a local government setting.
Training:
Equivalent to a Bachelor's degree from an accredited
college or university with major course work in civil
engineering or related field.
ADDITIONAL REQUIREMENTS
Physical Requirements:
Exerting up to 20 pounds of force occasionally,
and/or up to 10 pounds of force frequently, and/or
negligible amount of force constantly to move objects.
Work Environment:
Position is typically office or administrative work
and is not substantially exposed to adverse
environmental conditions.
License or Certificate:
Possession of, or ability to obtain within six
months, a certificate of registration as a professional
civil engineer in the State of Arizona.
