 Water Quality Inspector

GENERAL PURPOSE

Perform skilled tasks in the control of waste from industrial users; sample water discharge from industrial users: sample drinking water from City distribution system and sample water from supply sources.

SUPERVISION RECEIVED AND EXERCISED

Receive general supervision from the Environmental Quality Assurance Officer, Wastewater Supervisor, or other designated Supervisor. May receive technical and functional supervision from the Senior Water Quality Inspector. Exercise no supervision.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Conduct inspections of the processing and content of commercial and industrial wastes to prevent deleterious discharges into sanitary sewers.
• Operate water and waste water samplers and flow recorders to collect water and waste water samples from industrial and commercial discharges and compare laboratory analysis results with the State, local and Federal standards.
• Inspect waste processing equipment and procedures employed by the industrial and commercial firms.
• Review industrial waste discharge permits, including interim permits, compliance schedules, and agreements for non-compliance.
• Perform field inspections of grease, lint, and sand and oil interceptors for compliance to City Code and deliver violation notices.
• Collect drinking water samples at designated locations throughout the City.
• Explain and interpret City ordinances, guidelines, codes Federal Laws and regulations, and other guidelines related to water and wastewater quality.
• Investigate wastewater odor or drinking water quality complaints and recommend action.
• Assist with issuing violations and waste permits.
• Assist in conducting flow studies of City sewer mains as needed and perform flow studies on the water system as necessary.
• Compile and prepare data for reports using statistical analysis.
• Prepare written reports of field inspections, flow studies, sampling events, or other activities as assigned.
• Submit wastewater and drinking water quality data to State and Federal regulatory agencies as directed.
• Review construction plans and drawings for compliance with pretreatment requirements and water quality standards as necessary.
• Perform audit inspections of required Federal pretreatment industrial and commercial users as needed.
• Perform related duties, as assigned.

REQUIRED QUALIFICATIONS

Equivalent to the completion of the twelfth grade. Two years experience in the inspection of industrial or commercial waste water and/or the collection of water quality samples. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

REQUIRED CERTIFICATIONS

Grade II Wastewater Collection is required minimum ADEQ certification. Pre-Treatment academy training is required within six months of appointment. Proficiency with personal computers is required.

DESIRED QUALIFICATIONS

Knowledge of City ordinances, guidelines, Uniform Plumbing Code, and Federal laws and regulations pertaining to industrial waste control and drinking water. Chemical composition of waste and the effect of the chemicals on waste water and treatment facilities. Hazards associated with the work and the proper safety precautions. Maintain compliance and routine laboratory data using a computer and Microsoftฎ Access database, Excel spreadsheet, or other software program the city may utilize. Conduct appropriate testing of waste or water content; inspect waste processing equipment and procedures. Operate a variety of vehicles and equipment in a safe and efficient manner. Use and operate hand tools, mechanical equipment, power tools, and equipment required for the work in a safe and efficient manner. Read and interpret basic maps and blueprints. Work safely and adhere to principles of safety when working near traffic or in other hazardous environments.

Physical Demands
Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Work Environment:
Position is subject to outside environmental conditions: No effective protection from weather. Position may be subject to extreme heat or cold for periods of more than one hour. Position is subject to hazards: Proximity to moving mechanical parts, electrical current, exposure to chemicals, etc.
