Water Conservation Specialist

GENERAL PURPOSE

Perform a variety of tasks in the development, design and implementation of the City’s water conservation program; implements new programs and conducts research and statistical analysis to determine of water conservation measures; serve as spokesperson on water conservation to citizen groups, commercial water users, and schools. This position will be required to work occasional weekends and evenings.

SUPERVISION RECEIVED AND EXERCISED

Receive general supervision from the Water Conservation Coordinator. Exercise no supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Develops and implements water conservation programs to a variety of individuals, organizations, and industrial users.
• Analyzes and conducts statistical research using data from the Utility Billing system to assist in the design and development of water conservation programs and evaluate their effectiveness.
• Develops programs using, but not limited to ADWRs Best Management Practices criteria to address high water usage and provide assistance to residential and commercial customers.
• Plans, develops and implements a comprehensive water conservation program for the City in order to further reduce water use in the City’s service area.
• Acts as the City’s liaison to respond to citizen and commercial inquiries about water conservation; respond to telephone complaints and requests for information on regulations, programs, and policies relating to water conservation.
• Communicates the goals and objectives of the City’s water conservation programs to the general public, to include local clubs, Home Owners’ Associations, City Council meetings, regulatory agencies, the home construction industry and other organizations.
• Understands the goals and conservation requirements of the ADWR Management Plans and the City of Peoria’s obligation to meet them.
• Maintains records of programs; calculates, prepares, and presents data in written and oral presentations.
• Develops and analyzes methods of estimating water use savings resulting from water conservation measures and provides written and verbal status reports to the City management.
• Tracks changes in water conservation laws, keeps management apprised of those changes and adapts a conservation program to respond appropriately to those changes.
• Researches, compiles, and analyzes data for special projects; collects and assembles data and background materials for a variety of reports.
• Investigates reports of water waste; conducts residential water audits; assists property owners to establish conservative irrigation schedules; advises the public of applicable codes and regulations.
• Works with other departments to ensure enforcement of the provisions of the City Code, which pertain to un-metered water use, lost, and unaccounted for water, water theft and water waste.
• Works cooperatively with other departments, City officials and outside agencies.
• Performs related duties, as assigned.

REQUIRED QUALIFICATIONS

Bachelor’s degree from an accredited college with course work in natural resources, environmental science, public administration, communications or related field and two years experience in implementing municipal and/or industrial water conservation programs or related experience. Proficiency in various computer software including desktop publishing, word processing, spreadsheets and databases. Public Speaking and presentation techniques and writing skills. Possession of, or ability to obtain, an appropriate, valid Arizona driver's license.

DESIRED QUALIFICATIONS

Knowledge of current federal, state and local laws regarding water conservation and dates of compliance. Monitoring and testing equipment used in water conservation programs. Modern principles, methods, and techniques of water conservation.

Employees are required to regularly walk, kneel, stoop, climb and stand and to occasionally lift up to 50 pounds. Specific vision abilities required by this job include close vision, use of both eyes, ability to adjust focus and to distinguish basic colors and/or shades.

While performing the duties of this class, employees regularly are required to use oral and written communication skills; read and interpret data, information and documents; analyze and solve problems; interact with the general public, contractors, engineers, vendors, public agencies, employees, and others who may be encountered in the course of work.
