Utility Worker
GENERAL PURPOSE
Maintain,
monitor, install, and/or repair the City's water
distribution system, service lines, valves and fire
hydrants; wastewater collection and treatment systems; or
reads, installs, tests, services and repairs the City’s
water meters and associated metering equipment.
DISTINGUISHING CHARACTERISTICS
This is
the entry/journey level class in the Utility Worker series.
Incumbents of this class enter performing the more routine
Utility Worker duties under close supervision. However, as
experience is gained, incumbents are expected to perform
with increasing independence. This class is distinguished
from the Senior Utility Worker in that positions assigned to
the Utility Worker class do not provide lead supervision to
other utility staff as a regular part of their work
routine. The Utility Worker Classification is assigned to
the Utilities and Management Services Departments. Duties
may vary depending on the area of assignment. Work schedules
and shifts are variable based on the needs of the
department. Work hours may include first, second or third
shift and weekends.
SUPERVISION RECEIVED AND EXERCISED
Receive
general supervision from Utilities Management or Meter
Services Supervisor. Receive technical and functional
supervision from a Senior Utility Worker. Exercise no
supervision.
ESSENTIAL
DUTIES AND RESPONSIBILITIES
The
duties listed below are intended only as illustrations of
the various types of work that may be performed. The

them from the position if the work is similar, related or a
logical assignment to this class.
UTILITIES
DEPARTMENT ASSIGNMENT

Performs a variety of construction, repair, and
maintenance tasks; performs heavy manual labor
-
Installs, maintains, and repairs water and wastewater
system components; troubleshoots and identifies water and
wastewater problems; initiate corrective action
-
Safely operates a variety of maintenance equipment with
proficiency and efficiency. Operates tapping machines,
hydraulic/air and electric power equipment, (i.e., pumps,
jackhammers, etc.) compactors, pipe cutting equipment,
electronic pipe locating instruments and hand tools
related to the water and wastewater systems in routine
situations; operates a variety of equipment, including
front-end loaders, tractors, and dump trucks

Inspects, troubleshoots, installs, and repairs water and
wastewater systems components

Traces, locates, and taps water and wastewater lines;
marks water and wastewater lines for the City
-
Reads the location of water and wastewater lines, mains,
valves and fire hydrants from blue prints

Repairs and replaces sidewalks, curbs, and streets when
installations and repairs are complete

Reads maps, blue prints, piping diagrams, and schematics
-
Maintains a variety of records and information

Performs related duties, as assigned
FINANCE
DEPARTMENT ASSIGNMENT (METER SERVICES)
-
Reads water meters using portable processor or mobile
collector
-
Installs, repairs, tests and removes residential and
commercial water meters
-
Performs simple mathematical calculations
-
Documents and reports findings variety of records and
information
-
Completes a variety of Work Orders such as turn on and
turn offs, disconnect for non-payment, re-reads
-
Perform meter function inspections
-
Performs field and bench tests on water meters to insure
accuracy standards
-
Resolves Meter Reading detail reports as assigned.

Turns water meters on or off in prescribed manner.

Investigates meter tampering
-
Troubleshoots ERT’s and meters that can not be read with
the mobile collector.

Properly maintains and safely operates a City motor
vehicle
-
Maintains all water certifications through meeting
continuous education requirements.

Works safety and follows all established safety standards
-
Strictly adheres to all Meter Services operating
guidelines and procedures

Performs related duties, as assigned
REQUIRED
QUALIFICATIONS
UTILITIES
DEPARTMENT ASSIGNMENT
High School Diploma or
equivalent and one year of experience performing general
construction and/or maintenance and repair work. Some
positions may require the possession of, or ability to
obtain an appropriate, valid Arizona commercial driver's
license. Possession of, or ability to obtain (within one
year of appointment), an appropriate, Water and/or
Wastewater Certificate.
FINANCE ASSIGNMENT (METER
SERVICES)
High
School Diploma or equivalent. A valid Arizona driver's
license. Must have the ability to learn the operation of
meter reading equipment and portable processor down loading
functions within one month of appointment to meter section
position.
DESIRED
QUALIFICATIONS
UTILITIES
ASSIGNMENT
Knowledge
of basic pipe line construction and maintenance methods,
procedures, tools, equipment, supplies, and materials.
Basic operation and maintenance of water distribution
systems, main water valves, fire hydrants and water
distribution preventative maintenance (i.e. water system
flushing procedures, cleaning, disinfection, etc.) Basic
operation of water and wastewater equipment and tools. Safe
working practices pertaining to water and wastewater
facilities and equipment.
FINANCE ASSIGNMENT (METER
SERVICES)
Basic plumbing knowledge.
Previous experience reading meters using hand held computers
or mobile collectors. One year of performing outside work.
Ability to operate a laptop computer and familiar with
Outlook and Word Microsoft software programs.

stand, bend, twist, kneel and exert in excess of 100 pounds
of force occasionally, and/or in excess of 50 pounds of
force frequently, and/or in excess of 20 pounds of force
constantly to move objects. Specific vision abilities
required by this job include close vision, use of both eyes,
ability to adjust focus and to distinguish basic colors
and/or shades.
Mental Demands
While performing the duties
of the this class, employees regularly are required to use
oral communication skills; read and interpret data,
information and documents; analyze and solve problems;
interact with the general public, contractors, engineers,
public agencies, employees , and others who may be
encountered during the course of work.
WORK
ENVIRONMENT
The work environment
characteristics described here are representative of those
an employee encounters while performing the essential

substantial time in the field and is subject to outside
environmental conditions: No effective protection from
weather. Position may be subject to extreme heat or cold
for periods of more than one hour. Position is subject to
hazards: Proximity to moving mechanical parts, electrical
current, exposure to chemicals, etc. Position is subject to
atmospheric conditions: Fumes, odors, dusts, mists, gases,
or poor ventilation. Position is required to wear
respirator to complete a portion of its position
accountabilities.
Position may be subject to confined space entry.
