UTILITY SYSTEM OPERATOR
GENERAL PURPOSE
Under supervision, performs a variety of skilled tasks in
the operation and maintenance of the water distribution,
wastewater collection and sewage lift station, water reuse,
and well treatment and delivery systems; performs related
work as required.
DISTINGUISHING CHARACTERISTICS
The primary function of an employee in this journey-level
classification is to perform skilled and semi-skilled
installation, maintenance, inspection, and repair work on
water distribution, wastewater collection, water reuse, and
well treatment and delivery systems. The employee in this
class assumes a higher level of responsibility and needs a
broader range of knowledge than the Utility Technician, and
will exercise some lead worker duties over other employees,
and will assist in training new and existing employees. An
employee in this class is expected to be proficient in all
four operating areas of the department. In addition the
employee is expected to posses certain specified specific
skills, in at least one of the areas, dependent on the
department need at time of promotion or hire. Hansen
proficiency is required as part of the criteria for holding
this position. The work is performed under the general
supervision of the Utility Supervisor. The principal duties
of this class are performed in an outdoor environment that
may include working in adverse weather conditions and
hazards involving the use of large equipment, power tools
and small equipment, and exposure to hazardous material.
Some duties are performed in an indoor environment and may
require use of several computer software programs. May be
subject to rotating shifts, standby duty, and call back.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations
of the various types of work that may be performed. The
omission of specific statements of duties does not exclude
them from the position if the work is similar, related or a
logical assignment to this class.
GENERAL DUTIES
• Monitor work in progress to ensure standards are met.
• Resolve difficult work problems.
• Respond to emergency situations.
• Instruct team members in work techniques, use of
equipment, safety precautions, and requirements.
• Estimate quantities of materials and equipment needed and
order tem.
• Maintain written records, including computer maintenance
management systems, daily work orders, computer data
records, logs, and reports.
• Inspect, maintain, and repair tools and equipment.
• Respond to citizen complaints and notify effected citizens
of work being performed.
• Monitor and interpret computer SCADA information.
• Enter all necessary data in Hansen, open and close Hansen
work orders and be able to operate the GPS unit for data
collection requirements.
• Perform other related duties as required.
WATER DISTRIBUTION SYSTEM
• Perform installation, maintenance, inspection, and repair
work on water distribution and treatment systems, including
water mains, service connections, meters, meter boxes,
valves, and fire hydrants.
• Respond to emergency situations such as system breaks,
including locating affected areas and isolating the section
that needs to be repaired, and erecting safety barricades.
• Perform installation and repair work including digging and
backfilling trenches, installing and repairing pipelines,
including cutting, tapping, threading, and making joint
connections.
• Operate various pieces of equipment, such as tapping
machines, hydraulic/air power equipment, compactors, pipe
cutting equipment, and hand tools related to the water
systems.
• Operate heavy equipment, such as backhoes, front-end
loaders, tractors, dump trucks, Hydra Stop Machines, Asphalt
Zipper, concrete saw, grade level instruments and cranes.
• Flush and clean valves and lines, including extensions and
new or repaired lines. Raise, lower, or relocate water
mains, water meters, valves and fire hydrants to accommodate
other utilities or street installation and repair.
• Perform routine water quality sampling in the field and
collect routine water samples for analyses.
• Calculate flow directions and set up unidirectional
flushing programs, take turbidity, PH and CL2 readings and
properly record for future use.
• Operate plant control room during shut downs and assist
treatment plants in maintenance as requested.
WASTEWATER COLLECTION SYSTEM
• Perform installation, maintenance, inspection, and repair
work on wastewater collection systems, including main lines
and manhole repairs.
• Perform operational inspections, preventative maintenance,
minor troubleshooting and repair work on machinery and
equipment, including pumps, motors, scrubbers, valves, and
meters.
• Respond to emergency situations such as system breaks or
blockages, including locating affected areas, and erection
of safety barricades.
• Perform installation and repair work including digging and
backfilling trenches, installing and repairing pipelines,
including cutting, tapping, threading, and making joint
connections.
• Operate various pieces of equipment, such as tapping
machines, hydraulic/air power equipment, compactors, pipe
cutting equipment, and hand tools related to the water and
waste water systems.
• Operate heavy equipment, such as Vactors, rodders,
backhoes, front-end loaders, tractors, dump trucks.
• Vactor, flush and clean valves and lines.
• Raise, lower, or relocate sewer lines and manholes to
accommodate other utilities or street installation and
repair.
• Trouble shoot, replace pumps, motors, cooling units and
etc.
• Lead person in the event a sanitary sewer overflow occurs.
WELL-FIELD TREATMENT AND DELIVERY SYSTEM
• Perform operational inspections, preventative maintenance,
minor troubleshooting and repair work on machinery and
equipment, including pumps, motors, engines, compressors,
pneumatic systems, scrubbers, pressure-reducing valves, and
meters.
• Perform operational inspections, preventative maintenance,
minor troubleshooting, and repair on electronic controls,
including flow, pressure, temperature and level sensors and
controls, variable speed drives, pneumatic/hydraulic
actuators, and pressure and control valves.
• Respond to emergency situations, such as loss of water
supply or pressure, increased pressure, water over-flow, or
any equipment failure.
• Monitor and adjust system production, pressures, reservoir
levels, and pressure relief valves. Identify and adjust for
operational equipment, process, and treatment problems.
• Transport and change chlorine cylinders. Calculate and
adjust chlorine feed rates.
• Maintain and repair chlorine feed equipment.
• Maintain, repair, and overhaul equipment and machinery.
• Collect water quality samples and perform field water
quality tests. Monitor and calibrate on-line water quality
equipment.
• Analyze comprehensive computer generated data and reports
to arrive at process control change recommendations. Be able
to perform vibration monitoring, water to wire efficiency
testing, motor and pump plant efficiency testing, transducer
calibration and repairs, Mag meter testing, PITOT testing,
Reservoir cleaning and inspections, well disinfections, tank
disinfections and all other related duties to our facility
sites.
• Perform general site maintenance duties.
WATER REUSE STORAGE AND DELIVERY SYSTEM
• Perform installation, maintenance, inspection and repair
work on water re-use system, including water mains, service
connections, meters, meter boxes, valves, and hydrants.
• Perform installation and repair work including digging and
backfilling trenches; installing and repairing pipelines,
including cutting, tapping, threading, and making joint
connections on copper, plastic, and other pipe material.
• Perform installation, maintenance, inspection and repair
work on machinery and equipment, including pumps, valves,
motors, engines, compressors, pneumatic systems, and odor
control systems.
• Perform installation, maintenance inspection, and
troubleshooting on electronic controls, including flow,
pressure, temperature and level sensors and controls,
variable speed drives, pneumatic/hydraulic actuators and
control valves.
• Perform installation, maintenance, and troubleshooting on
chlorine feed rates. Monitor and adjust system pressures,
reservoir levels, system production, and pressure relief
valves.
• Perform routine water quality sampling in the field and
collect water samples for analyses.
• Operate heavy equipment, such as backhoes, front-end
loaders, tractors, and dump trucks. Operate various pieces
of equipment, such as tapping machines, hydraulic/air power
equipment, compactors, pipe cutting equipment, welders, and
hand tools related to a water system.
• Flush and clean valves and lines. Calculate dye test
requirements and perform dye tests as requested on existing
or new additions to the system.
• Read and be versed in the reclaim operation manual and
understand and enforce its contents as related to the
distribution portion of the system.
REQUIRED QUALIFICATIONS
High school diploma or G.E.D. equivalent; Arizona Grade III
Water Distribution, Grade III Wastewater Collection and
Grade III Water Treatment Certificates are required upon
hire. Valid Class A Commercial Arizona Driver's License with
Tanker and Hazardous Material Endorsement are required at
time of hire.
DESIRED QUALIFICATIONS
Five (5) years of water system and sewer system maintenance
experience; Knowledge of principles and practices of
supervision and training; Operate a personal computer using
software programs, such as maintenance management programs,
word documents, and spreadsheets appropriate to assigned
duties.
OTHER REQUIREMENTS
NASSCO certification, top competent person certification,
OSHA ten hour certification, Trench and shoring
certification, welding certification, NASSCO manhole
inspection certification all required within 18 months of
hire to remain in this position and these must all be
maintained throughout employment in this position.
PHYSICAL AND MENTAL DEMANDS
Physical
Exerting in excess of 100 pounds of force occasionally,
and/or in excess of 50 pounds of force frequently, and/or in
excess of 20 pounds of force constantly to move objects.
Work Environment
Position is subject to outside environmental conditions: no
effective protection from weather. Position may be subject
to extreme heat or could for periods of more than one hour.
Position is subject to noise and/or vibration. Position is
subject to hazards; proximity to moving mechanical parts,
electrical current, exposure to chemicals, etc. Position is
subject to atmospheric conditions: fumes, odors, dusts,
mists, gases, or poor ventilation. Position is required to
wear respirator to complete a portion of its position
accountabilities.
