Utility Locator
 

GENERAL PURPOSE

Locate, trace and mark underground utilities including water, wastewater, reclaim, and storm water lines. Maintain, monitor, install, and/or repair the City’s water distribution system, service lines, valves and fire hydrants; wastewater collection and treatment systems.
This position is subject to rotating shifts, standby duty, and call-back duty.
 

DISTINGUISHING CHARACTERISTICS

Incumbents are expected to perform with significant independence. The Utility Locator Classification is assigned to the Field Operations Division within the Utilities Department. 

SUPERVISION RECEIVED AND EXERCISED: 

Receive technical and functional supervision from Utilities Supervisor / Manager. Exercise no supervision. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. 

·        Locate underground utilities through the use of utility maps, as-builts civil engineering drawings, GIS information, and various pipe and electronic locating equipment.

·        Marks the location of underground utilities utilizing stakes, flags, and/or paint.

·        Reviews maps and as-built drawings to calculate distances and to determine the location of underground utilities.

·        Meets with parties requesting locates, when required, to coordinate locates with other utilities to receive or present information regarding complications or possible conflicts.

·        Maintains a record of all utility locates. Verifies field information and notifies the Utilities Engineering Division regarding updates.

·        Investigates and prepares detailed written documentation on excavation which results in damage to underground utilities.

·         Assists in shut down or mains for repairs or connections. Cross-trains and works with other department staff as assigned.

·        Install, maintain, and repair water and wastewater system components; troubleshoot and identify water and wastewater problems; initiate corrective action.

·        Operate tapping machines, hydraulic/air and electric power equipment (i.e., pumps, jackhammers, etc.) compactors, pipe cutting equipment, electronic pipe locating instruments and hand tools related to the water and wastewater systems in routine situations.

·        Set up or remove barricades, traffic cones or similar objects. Communicate orally with co-workers, customers and the public in face-to-face one-to-one settings.

·        Observe or monitor to determine compliance with prescribed operating or safety standards.

·        Measure distance using a tape measure or other measuring device.

·        Work safely without presenting a direct threat to self or others.

·        Use personal computer to receive and complete work orders, retrieve and interpret utility mapping. 

·        Cross-train other staff.

·        Perform related duties as assigned. 

REQUIRED QUALIFICATIONS
High  School diploma or G.E.D. equivalency; one (1) year of experience locating buried utilities in conformance with the requirements or the Arizona Blue Stake Law; one (1) year of experience performing general construction and/or maintenance and repair work; ability to use a personal or laptop computer; ability to understand oral and written communication in the English language.

REQUIRED CERTIFICATIONS
A valid Arizona driver’s license; ability to obtain certification for Water Distribution Grade I and /or Wastewater Collection Grade I and / or Water Treatment Grade I from ADEQ within one year of hire.  

DESIRED QUALIFICATIONS
Understand and operate a G.P.S surveying instrument.  Understand Civil Engineering design standards relating to water, wastewater, reclaim water, and storm drain infrastructure.  Perform mathematical calculations.  Certification in Grade 2 or higher from ADEQ certification.  Safely operate a variety of maintenance equipment with proficiency and efficiency. Ability to perform a variety of construction and maintenance tasks for a utility system. Knowledge of OSHA procedures/trench safety.

Physical Demands
Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Physical Activity: Position is subject to bending, twisting, kneeling, stooping, walking, climbing, and standing.

Mental Demands

Operate personal computer.  Perform mathematical calculations  

WORK ENVIRONMENT

Position is subject to outside environmental conditions: No effective protection from weather. Position may be subject to extreme heat or cold for periods of more than one hour. Position is subject to hazards; Proximity to moving mechanical parts, electrical current, exposure to chemicals, etc. Position is subject to atmospheric conditions: Fumes, odors, dusts, mists, gases, or poor ventilation. Position may be subject to confined space entry.
