Traffic Signal Systems Specialist

GENERAL PURPOSE

The position will be assigned to the Engineering Department Traffic Division and requires experience with computerized traffic signal systems. The position performs, under direction, paraprofessional traffic engineering work in the programming and operations of the City of Peoria Computerized Traffic Signal Control System. This position also assists in the development and planning of new traffic signals. Performs related duties as assigned.


DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform highly specialized and complex paraprofessional traffic engineering work or perform professional engineering work in the capacity of an Intelligent Transportation System (ITS) Signal System Specialist. Technical duties are but not limited to; signal timing and coordination, traffic signal studies and computerized traffic signal programming and control. Work is performed under the direction of an Assistant City Traffic Engineer who makes assignments and checks for compliance with standards and schedules.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Programs and operates the City of Peoria Computerized Traffic Signal Control System
• Troubleshoots and assists with the repair of the City’s hybrid fiber optic to wireless radio communication infrastructure
• Makes and analyzes traffic engineering studies and prepares the signal timing and coordination at new and existing signal locations and oversees their implementation
• Handles complaints and inquiries from the public on any phase of traffic signal operations such as placement, warrants, or timing
• Prepares traffic signal equipment specifications, written traffic engineering reports, and traffic signal design research projects
• Determines need for new traffic signals or for upgrading existing signals; Plans and designs new traffic signals, involving the recommendation of the signal controller type and the type and location of all signal equipment and any geometric roadway design of the intersection and its approaches that will ensure the safest driving conditions possible
• Demonstrates continuous effort to improve operations, decreases turnaround times, streamlines work processes, and works cooperatively and jointly to provide quality seamless customer service
• Assists in the inspection of construction projects involving new traffic signal installations and modification of existing signals
• Assists in the decisions as to unplanned equipment relocation due to field conflicts with existing utilities
• Directs the work of others
• Communicates orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting
• Produces written documents in the English language with clearly-organized thoughts with proper sentence construction, punctuation, and grammar
• Enters data or information into a terminal, PC, or other keyboard device
• Makes independent investigations of traffic engineering problems
• Determines adherence to traffic engineering specifications on construction jobs, and to work effectively with contractors and construction supervisors in securing compliance with specifications
• Expresses highly complex technical matters related to traffic engineering and right-of-way problems in terms that are meaningful to non-professional people
• Works cooperatively with others
• Works safely without presenting a direct threat to self or others

REQUIRED QUALIFICATIONS

Four years of experience in paraprofessional engineering work, and including two years of basic computer programming or system analysis experience and college-level courses in traffic engineering or other related engineering fields. Other combinations of experience and education which meet the minimum requirements may be substituted.

DESIRED QUALIFICATIONS

Bachelor degree in Civil, Traffic, Transportation or Electrical Engineering, or related field. Part of the formal, theoretical, and educational requirements for an engineering degree may be substituted for knowledge and skills that have been acquired through on-the-job training. Basic computer programming and computerized traffic signal system operation, experience with the City’s Siemens ITS I2TMS computerized traffic signal system. The operation and timing sequences of the many types of traffic control devices and systems available, experience with the City’s Econolite TS-2 traffic signal controller. Traffic Engineering and signal construction procedures. Experience with various types of traffic studies that can be conducted to help solve traffic issues. Fiber optic and Wireless Radio operation and maintenance.

Physical Demands:
Exerting up to 20 pounds of force occasionally and the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work.
