Senior Utility Worker
JOB OBJECTIVES
Leads a crew, lays out and participates in the
monitoring, installation, maintenance, and repair of the
City's water distribution, waste water collections,
reclaim, water production systems, reservoirs and
booster stations.
DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class in the Utility
Worker series. Positions at this level are distinguished
from other classes within the series by the level of
responsibility assumed and the complexity of duties
assigned. Employees perform the most difficult and
responsible types of duties assigned to classes within
this series, including lead supervision over subordinate
staff. Employees at this level are required to be fully
trained in all procedures related to assigned area of
responsibility.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from supervisory or
management staff. Exercises technical and functional
supervision over assigned utility maintenance personnel.
The duties listed below are intended only as
illustrations of the various types of work that may be
performed. The omission of specific statements of duties
does not exclude them from the position if the work is
similar, related or a logical assignment to this class.
• Plans, leads, and participates in the installation,
maintenance, and repair of water and waste water systems
and their components; troubleshoots and identifies water
and waste water problems; instigates corrective action
• Estimates quantities and orders materials and
equipment; monitors work in progress to ensure standards
are met; resolves difficult work problems; instructs
crew members in work techniques, use of equipment,
safety precautions, and requirements; estimates costs
and determines personnel and equipment needs
• Operates computerized meter equipment, tapping
machines, hydraulic/air power equipment, (i.e., pumps,
jackhammers, etc.), compactors, pipe cutting equipment,
and hand tools related to the water and waste water
systems in routine situations; operates a variety of
equipment, including backhoe, front-end loaders,
tractors, and dump trucks
• Installs, repairs, tests, and removes complex
residential and commercial water meters
• Reads and locates water and waste water lines and
mains from blue prints
• Coordinates maintenance and resets of inoperable
portable processors
• Responds to requests, inquiries, and complaints from
customers and the general public; performs follow up
investigations to insure appropriate action is taken;
investigates illegal consumption
• Repairs and replaces sidewalks, curbs, and streets
when installations and repairs are complete
• Operates a truck; performs minor maintenance on the
truck and related equipment; reports mechanical or other
problems; keeps truck stocked with supplies
• Collects samples for routine laboratory tests
• Leads and trains assigned personnel
• Keep records and prepare reports
• Performs related duties, as assigned
REQUIRED QUALIFICATIONS
High School Diploma or equivalent and six years of water
and wastewater maintenance experience. Possession of, or
ability to obtain, an appropriate, valid Arizona
commercial driver's license. Possession of an
appropriate, valid Arizona Water and/or Wastewater
Certification.
DESIRED QUALIFICATIONS
Extensive knowledge of construction and maintenance
methods, procedures, tools, equipment, supplies, and
materials. Perform a variety of construction, repair,
and maintenance tasks. Principles and practices of
supervision and training. Water sampling and control
test procedures. Basic principles of mechanics,
electronics, and hydraulics. Safe working practices
pertaining to water and sewer facilities and equipment.
Traffic laws, ordinances, and rules involved in utility
maintenance and repair. City billing procedures and
policies of water utility services.

close vision, distance vision, color vision, depth
perception, and the ability to adjust focus.
Mental Demands
While performing the duties of this class, employees are
regularly required to use oral and written communication
skills; read and interpret data, information and complex
technical documents; analyze and solve problems; observe
and interpret situations; use math and mathematical
reasoning; learn and apply new skills or information;
perform highly detailed work; work under changing and
intensive deadlines with frequent interruptions; perform
multiple, concurrent tasks; and interact with City
officials, officials of other governmental agencies,
consultants and contractors, employees and others
encountered in the course of work.
WORK ENVIRONMENT
The work environment characteristics described here are
representative of those an employee encounters while
performing the essential functions of this class.

The employee normally works under typical office
conditions and is occasionally exposed to outside
weather conditions and wet or humid conditions. The
employee occasionally works near moving mechanical
parts, in high, precarious places, and is exposed to
toxic or caustic chemicals, fumes or airborne particles,
sewage, risk of electrical shock, and vibration. The
noise level is occasionally moderately loud.
