Senior Plant Operations Specialist



GENERAL PURPOSE

Under general supervision, performs technical and lead supervisory duties in the operation and maintenance performed at wastewater and/or water treatment plants. This person is highly proficient in the technical processes, equipment, maintenance, reports, compliance, laboratory tests and sampling that are performed on a daily basis at a treatment plant.

DISTINGUISHING CHARACTERISTICS

The primary functions of an employee in this highly proficient technical classification is to plan and schedule the day-to-day work for the plant staff, to operate and maintain the treatment plant equipment, and to meet all regulatory requirements. The employee in this class exercises team leader work duties over other employees and provides the Supervisor documentation for performance reviews. An employee in this position must be technically proficient with the operation and maintenance of plant equipment and have a good working knowledge of the computer software applications that are utilized to operate, maintain, and report. The duties of this class are performed in both outdoor and indoor work environments. Weekend, holidays, standby, and shift work may be required.

SUPERVISION RECEIVED AND EXERCISED

The Senior Plant Operations Specialist reports to the Utility Treatment Supervisor; provides lead-type direction to assigned Plant Operations Specialist and Utility Technicians.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Performs daily lead direction for the operation of a treatment plant; documents the performance of subordinate employees; makes disciplinary and assignment recommendations to supervisor with supporting written documentation; monitors and controls the proper treatment of the plant to meet city, state, and federal regulations; plans and schedules the daily work of treatment plant personnel;
• Plans and schedules preventive and corrective maintenance repairs; provides lead supervision in complex installation and repair work, such as overhauling major pumps or shutting down sections of the treatment plant process
• Provides training to assigned personnel in process control, equipment, computer systems, lab analyses, and safety; provides and maintains written records of maintenance and repair programs and submits reports to the supervisor
• Orders supplies and chemicals to assure continuous operation of facility
• Operates computerized telemetry control systems and updates and performs back-ups on these systems
• Provides daily lead direction for activities in a control room that has oversight of other treatment facilities, sewage lift stations, reservoirs, wells, reuse systems, and security alarms
• Documents safe work practices of employees and implements safety and environmental changes and modifications at the plant; participates in updating safety programs, and the scheduling and tracking of safety training
• Participates in developing, implementing, and evaluating construction plans, work processes, systems and procedures to achieve annual goals, objectives, and work standards
• Performs routine and daily operational and maintenance duties at the plant
• Performs standardized water quality tests and interpret results
• Operates process controls and microcomputers
• Establishes and maintain effective working relationships with co-workers and managers
• Performs other related duties as assigned

REQUIRED QUALIFICATIONS

High school diploma or GED equivalency and some college course work in science or management, and three to five years increasingly responsible experience in the operation and maintenance of treatment facilities or any equivalent combination of training and experience, may be considered.
ADEQ Grade IV Wastewater Treatment or Grade IV Water Treatment Certificate is required upon hire, dependent on assignment; and a valid Arizona Driver’s License and the ability to maintain insurability under the City Vehicle Insurance Program.

DESIRED QUALIFICATIONS
Experience or training in supervisory or team leadership techniques. At least two years of college course work in science or management.

Physical Demands
While performing the duties of this class, employees are regularly required to talk or hear; in person and by telephone, use hands repetitively to handle, feel or operate equipment and/or computers; and to reach with hands or arms. Employees are required to walk, kneel, stoop, climb and stand and to occasionally lift up to 50 pounds. Specific vision abilities required by this job include close vision, use of both eyes, ability to adjust focus and to distinguish basic colors and/or shades.

Mental Demands
While performing the duties of this class, employees are regularly required to use oral and written communication skills; read and interpret data, information and documents; analyze and solve problems; interact with the general public, vendors, public agencies, employees and others who may be encountered during the course of work.

WORK ENVIRONMENT

Some exposure to hazardous chemicals, voltages, and adverse weather. Hazards can be controlled through the use of the proper safety precautions.
