Senior Plans Examiner

 

GENERAL PURPOSE 

Perform administrative work, analyze and interpret complex construction documents including review of structural calculations, building, electrical, plumbing, mechanical, fire and life safety code compliance; enforce City planning and zoning ordinances. 

SUPERVISION RECEIVED AND EXERCISED 

Receive direction from the management staff.  Exercise technical and functional supervision over assigned personnel. 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

·         Provides lead supervision by assigning and monitoring workload, reviewing work and resolving problems or plan review issues

·         Examines plans and specifications for commercial, industrial and multi-family projects to determine compliance with the provisions of the City’s building, mechanical, electrical and plumbing codes and zoning ordinance

·         Reviews plans to insure compliance with the accessibility and usability provisions of federal and state laws

·         Confers with architects, engineers, contractors and owners on proposed projects to resolve unusual problems and negotiate mutually acceptable solutions

·         Performs structural engineering calculations to analyze vertical and lateral loads, seismic and stress analysis and structural integrity for residential and commercial analysis.  Identify defects or inadequacies; prepare plan check correction reports and require that corrections be made to meet the requirement of pertinent City codes

·         Responds to questions and advises architects, inspectors, engineers and the public regarding all codes and zoning ordinances; advises building inspectors of unusual design, construction or installation problems

·         Provides quality customer service while functioning in a regulatory capacity and resolving potentially hostile situations with customers

·         Makes field inspections to determine engineering integrity or proper installation of unusual design, materials and equipment

·         Evaluates test reports such as engineering reports and soil analysis reports

·         Classifies and logs new projects for plan check; creates plan check and site data files on automated permit system and enter data into the system

·         Establish and maintain effective working relationships with architects, engineers, contractors, City staff and the general public

·         Acts as Plan Review Manager as necessary

·         Performs related duties as assigned. 

REQUIRED QUALIFICATIONS

High school diploma, or GED with college course work in building construction, engineering, architecture or a related field and three years exp. in municipal plan review, building inspection or construction contracting or management. Certification as a Building Plans Examiner plus two of the following: Building Inspector, Mechanical Inspector, Plumbing Inspector, or Electrical Inspector is required at time of hire; two remaining certifications required within two years of hire. Valid registration as an architect or engineer licensed to practice in the State of Arizona may substitute for the Building Plans Examiner Certification. 

DESIRED QUALIFICATIONS

Associates degree with major course work in building construction, engineering, architecture or related field.  Knowledge of building related codes and ordinances enforceable by the City, including the International Building, Energy Residential, Mechanical, and Plumbing Codes, the National Electrical Code, Uniform Plumbing Code and the Arizonans with Disabilities Act.
