Senior Off-Site Inspector

JOB OBJECTIVES

Plan, organize and supervise the off site inspectors within the Engineering division; perform a variety of technical and administrative tasks relative to the Division, supervise inspection of commercial, industrial, and municipal projects; and ensure conformance with plans, specifications, and departmental regulations.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Off-Site Inspection Supervisor. May exercise direct supervision over assigned Off-site Inspectors.

POSITION ACCOUNTABILITIES - May include, but are not limited to, the following:

• Plans, prioritizes, assigns, supervises, and reviews the work of staff involved in off site inspection
• Participates in the selection of staff; participates in monitoring employee performance objectives; prepares employee performance reviews; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures
• Recommends and assist in the implementation of goals and objectives; establish schedules and methods for work to be performed; implement policies and procedures
• Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for needed supplies, materials and equipment; monitors and controls expenditures
• Enforces construction inspection program and City policies for Dry Utility Construction
• Conducts final acceptance inspections and closes Utility projects; prepares completion notices, and bond release letters
• Confers with City Engineering staff and Utility companies on design problems in plans encountered in the field
• Inspects work sites before, during and after completion to ensure satisfactory and thorough workmanship and the adherence of staff to safe work practices; issues stop work orders
• Reviews plans and specifications of assigned projects with construction supervisor; attends preconstruction conferences; indicate location of various appurtenances on plans
• Checks for construction permits; inspects materials for identification as conforming to specifications
• Inspects various structures such as bridges, box culverts, driveways, streets, sidewalks, gutters, and other off site construction; checks line, grade, size, elevations and location of structures for conformance with specifications and regulations. Special structural steel (rebar) inspections on bridges and box culverts.
• Records amounts of materials used and work performed; prepare necessary reports for progress payments
• Prepares a variety of activity records and reports
• Performs field tests related to sewer and water lines
• Takes and prepares samples of materials for examination or analysis by laboratories
• Inspects adjacent properties for damage from construction activity; confers with property owners regarding project schedule, hazards, and inconveniences
• Coordinates work with contractors, property owners, developers and other City divisions and departments and utilities
• Schedules service interruptions with least interference and least inconvenience to properties
• Interprets engineering plans and specifications and prepare accurate engineering records
• Detects and locates faulty materials and workmanship and determines the stage of construction during which defects are most easily found and remedies
• Establishes and maintains effective working relationships with those contacted in the course of work
• Communicates clearly and concisely, both orally and in writing
• Performs related duties, as assigned

REQUIRED QUALIFICATIONS
High School Diploma or GED, supplemented by specialized training in mathematics, civil engineering, or a related field and three years of increasingly responsible experience performing a variety of technical engineering work, including some construction inspection experience and one year lead inspection work. Possession of, or ability to obtain, an appropriate, valid Arizona driver’s license. Level II Certification in Engineering Technologies (NICET) required within one year of hire.

DESIRED QUALIFICATIONS
Extensive knowledge and/or experience of principles, methods, materials, equipment and safety hazards of construction inspections; defects and faults in construction; basic mathematics including algebra, geometry and trigonometry; basic soil mechanics and geology; materials sampling and estimate procedures; engineering mechanics of structures; applicable laws, regulations, codes and departmental policies governing the construction of assigned projects; special structural steel (rebar)inspection.

ADDITIONAL REQUIREMENTS:

Physical Requirements:

Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment:

Position is subject to outside environmental conditions: No effective protection from weather. Position may be subject to extreme heat or cold for periods of more than one hour. Position is subject to hazards: Proximity to moving mechanical parts, electrical current, exposure to chemicals, etc.
