Senior Accounting Specialist

GENERAL PURPOSE

Perform advanced level accounting clerical and financial record keeping activities; prepare and maintain appropriate accounts involving posting and balancing.

SUPERVISION RECEIVED AND EXERCISED

Receive general supervision from the Accounting Supervisor. May receive technical and functional supervision from technical and professional staff. May exercise technical and functional supervision over accounting clerical staff.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level class in the Account Clerk series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including maintaining complex and interrelated payroll records. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Perform complex accounting clerical duties within the City's accounting system related to payroll, special assessment districts, and fixed assets.

• Prepare and monitor the City's payroll in entirety.

• Prepare and monitor billings, receipts, and pay-offs for all special assessment districts; monitor the accounting of City's fixed assets.

• Provide technical information and instruction to departmental personnel regarding procedures and methods; interpret and explain rules and regulations to departmental personnel and citizens.

• Maintain records, prepare various reports, prepare tax returns related to payroll, and prepare reports for special assessment districts and fixed assets.

• Run complete payroll from input of time records through payment of withholdings and taxes.

• Assist in reconciling bank accounts, investment accounts, and in the preparation of journal entries.

• Review travel and procurement card accounts and check requisitions.

• Respond to requests for assessment information from property owners, realtors, and other interested parties.

• Perform related duties, as assigned.

REQUIRED QUALIFICATIONS

Equivalent to the completion of the twelfth grade. Additional specialized training or college level course work in accounting or a related field is desirable. Three years of responsible experience in the maintenance of financial and related statistical records. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

DESIRED QUALIFICATIONS

Principles and practices of financial record keeping. Record keeping and reporting procedures. Accounting principles and procedures. Basic computerized data processing principles. Modern office methods, practices, procedures, and computer equipment. Understand and interpret the principles, laws, and procedures involved in the area of assignment. Accurately maintain records and files and prepare financial reports. Analyze data and draw logical conclusions. Operate a computer terminal.

PHYSICAL AND MENTAL DEMANDS

Physical Requirements
Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently to move objects; involves sitting most of the time.

Work Environment
Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions.

License or Certificate: None.
