Senior GIS Technician
General Purpose
Under supervision, provides department with
Geographic Information System (GIS) local user and technical
support. Individual will serve as mentor and technical
expert for the department. In addition, coordinate GIS
activities with the Information Technology (IT)
GIS Group. Assist in the development and maintenance of
departmental GIS data in preparation for the creations of
maps and reports.
Distinguishing Characteristics
Performs advanced level work of moderate
difficultly in all aspects of preparation and maintenance of
databases used in GIS applications (ESRI ArcINFO™, ArcVIEW™,
AutoCAD, and other applicable applications). Works in
conjunction with other City GIS Staff to define, prepare and
recommend Intra-city mapping and data standards. Serves as
point of contact for GIS-related issues for the department
and by members of the department and the public. May
provide technical/functional supervision to support staff.
Provides limited training to departmental staff with regards
to GIS and related applications or processes.
Essential Duties and Responsibilities

Serves as a technical lead on various GIS projects within
the department

Establishes priorities, distributes assignments and
ensures timely completion of projects

Prepares project reports and creates digital map products
- As
needed, reviews work of subordinate staff for accuracy to
ensure conformance to set standards
- As
needed, reviews data supplied by outside sources
(Contractor, Developer, other GIS data sources) to ensure
relevance and accuracy with respect to identified
standards and/or requirements for spatial data

Manipulates available spatial (and tabular) information
from various sources to provide support in the development
of required GIS product and/or reports

Integrates data from disparate sources into meaningful and
consistent enterprise data sources. Sources may include
GPS Project data, CAD drawings, tabular sets with spatial
component included

Provides user training as appropriate for departmental
staff

Provides department with local users and technical support

Develops and implements GIS projects in support of the
departments mission

Maintains and integrates (with guidance from IT GIS)
departmental GIS data to the enterprise system, developing
criteria and business rules consistent with adopted
procedures

Evaluates and responds to requests for services from
departmental staff and citizens regarding
geographic-related inquiries

Coordinates activities with IT GIS as member of the GIS
Technical Advisory Group (GTAG)

Uses ESRI application suite and Autodesk MAP software
products to develop and manage spatial data

Manages spatial and tabular databases in MS Access and MS
SQL server
INFORMATION TECHNOLOGY ASSIGNMENTS
As part of the IT GIS Team, this position
acts as the primary GIS Technician for various departments
lacking GIS expertise for the development of specific
cartographic product, maintenance of departmental managed
data, and creation of required GIS themes as identified
through business requirements of individual departments.
Supported departments are as follows: Information
Technology, Finance, Budget, City Clerk, Police, Fire,
Safety (includes emergency operation center), Community
Services, City Attorney, and City Managers Office. This
person will perform a variety of GIS tasks related to both
departmental and enterprise wide needs.
PUBLIC WORKS ASSIGNMENTS
Responsible for coordinating GIS Activities
within the Public Works Department. Demonstrate knowledge
of GIS and CMMS integration (currently ESRI and Hansen
Technologies) specific to Public Works maintenance roles,
these include but are not limited to the following:
pavement management, pavement striping, traffic signals,
street lights, right of way signage, and storm water
infrastructure system. This position will work closely with
staff and especially Public Works IT Analyst to provide
consistent and reliable maintenance of integrated CMMS
information.
REQUIRED QUALIFICATIONS
Associate s degree or Vocational/Technical
degree with training emphasis in geographic information
systems (GIS), computerized mapping, and/or cartography;
supplemented by three (3) years previous experience and/or
training that includes geographic information system (GIS)
operations, computerized mapping, cartography, public
interaction, and personal computer operations; or any
equivalent combination of education, training, and
experience which provides the requisite knowledge, skills,
and abilities for this job.
Must be familiar with Windows Operating
Systems and Windows suite of Office Products (i.e. MS Word,
Excel, Access), have fundamental knowledge of AutoDesk
AutoCAD Map Products, and exhibit advanced proficiency with
the Environmental Systems Research Institute (ESRI) ArcGIS
Desktop suite of products (and extensions).
DESIRED QUALIFICATIONS
Experience reading and applying legal
description information to spatial databases (coordinate
geometry techniques); reading and interpreting a variety of
Civil Engineering drawings for incorporation to GIS
database; Geodatabase design and editing capabilities; ESRI
Model Builder environment; current GIS development
environment, VBA, ArcObjects, and Python scripting language;
and Global Positioning System (GPS) technology.
Programming ability in Visual Basic for
Applications (VBA), Python Scripting, and ESRI Model
Builder; effective verbal and written communication skills
and organization skills including the ability to prioritize
and be detail oriented; establish effective relationships
and be a team player within the Peoria Spatial data
community.
