Recycling Technician 

GENERAL PURPOSE

Performs a variety of technical and field inspection work to monitor compliance with trash collection and recycling rules and regulations; performs public contact work; investigates and resolves citizen complaints; provides information and answers questions; prepares and conducts presentations; performs related work as required.  May require evening and weekend work. 

SUPERVISION RECEIVED AND EXERCISED 

Receive general supervision from the Recycling Coordinator.Exercise no supervision 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. 

·         Conducts residential solid waste and recycling inspections to monitor compliance

·         Assists in the coordinating of waste diversion programs conducted at the disposal site or materials recovery facility, including monitoring, scheduling, inspecting and documenting the program’s operations 

·         Addresses questions, concerns, and complaints of City residents pertaining to solid waste programs. 

·         Monitors, documents, and enforces residential refuse and recycling collection policies, procedures and ordinances. 

·         Assist in the coordination; work during special events, Household Hazardous Waste Events and other Solid Waste functions. 

·         Assists in the coordination and implementation of presenting public education for solid waste and recycling programs to different audiences; presents oral presentation to the public. 

·         Assists with special solid waste and recycling projects; updates files and records reference information using computer software.  Maintains data to evaluate and record progress of the City’s efforts in waste reduction programs from an economic perspective. 

·         Composes correspondence to respond to citizen requests and concerns; Assists with grant writing, awards, and special recognition entries for environmental programs for solid waste/recycling programs. 

·         Assists in the development, and design of education materials used for public outreach programs 

·         Performs related duties as assigned. 

REQUIRED QUALIFICATIONS

High School Diploma or GED Equivalent supplemented by applicable training in equipment operation and maintenance. Three years of increasingly responsible experience in solid waste and recycling programs; or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.  Proficient in word processing, spreadsheet and general computer skills. The possession of or the ability to obtain a valid Arizona Driver’s License is required at time of hire.  Hazardous Waste OSHA 40-Hour certification or ability to obtain within twelve-months of hire date. 

DESIRED QUALIFICATIONS

Associates Degree, extensive knowledge of methods, practices and equipment used in the collection and transportation of residential and commercial solid waste/recyclables; experience developing and implementing recycling programs; knowledge of laws, codes and regulations pertaining to the collection and disposal of solid waste/recyclables. General principles of personnel supervision and training; and occupational hazards and safety procedures. 

PHYSICAL AND MENTAL DEMANDS 

Physical Demands

While performing the duties of this class, employees are required to lift up to 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.

Mental Demands

While performing the duties of this class, employees are regularly required to use written and  oral communication skills; read and interpret data; analyze and solve problems; interact with employees, public agencies and others who may be encountered during the course of work.

Employees in this position are subject to outside environmental conditions: No effective protection from weather.  Position may be subject to extreme heat or cold for periods of more than one hour.  Position is subject to noise and/or vibration.  Position is subject to hazards: Proximity to moving mechanical parts, electrical current, exposure to chemicals, etc.  Position is subject to atmospheric conditions: Fumes, odors, dusts, mists, gasses, or poor ventilation.
