Procurement Specialist
GENERAL PURPOSE
Perform paraprofessional purchasing duties in support of
the procurement function and user departments; work is
of limited difficulty in the purchasing of a variety of
supplies, materials, equipment and services for the
City.
SUPERVISION RECEIVED AND EXERCISED
Receive general supervision from the Materials Manager.
May exercise technical and functional supervision over
assigned personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as
illustrations of the various types of work that may
performed. The omission of specific statements does not
exclude them from the position if the work is similar,
related or a logical assignment to this class.
Purchase practices of small dollar value items
requiring quotations; preparation of Requests for
Quotations for small dollar purchases of
supplies/services
Assist in the development of bid specifications to
obtain quotations from vendors. Organize, schedule and
conduct pre-bid conference and bid openings. Review and
analyze routine bids, proposals and quotations submitted
by vendors; evaluate vendor proposals and qualifications
and make recommendations for award
Research and compile a listing of competitive sources
and suppliers. Process requisitions for supplies,
materials, equipment and parts; secure price quotations,
document information, place purchase orders, and utilize
automated system; perform mathematical calculations for
computing costs
Review the Citys contracts and maintain records on
vendors
Expedite the delivery of merchandise and verify
adherence of goods to agreed upon specifications, cost,
and receipt into automated system. Coordinate and
facilitate the return of damaged and incorrect
merchandise for improper substitutions
Maintain bid and contractual files; monitor contract
to insure work performed is completed within prescribed
timelines and as specified
Act as a resource for storekeeping functions when
required
Establish and maintain effective working relationships
with vendors, City employees, contractors, service
providers and the general public
Perform related duties as assigned
REQUIRED QUALIFICATIONS
High School Diploma or GED and Associates degree from an
accredited college or university with major course work
in purchasing, business or public administration or a
related field, or an equivalent combination of education
and training. One year of public sector purchasing
experience utilizing competitive bidding and negotiation
methods. Computer skills including word processing,
databases, spreadsheets and automated process systems.
DESIRED QUALIFICATIONS
Extensive knowledge of the practices, procedures and
methods of inventory and warehousing; market and price
trends, various grades and qualities of materials,
supplies and equipment; laws relating to public
purchasing; laws, rules, ordinances and regulations
governing the purchase of commodities, services and
equipment for the City; record keeping systems and
practices of business administration; research methods,
techniques and practices.

Physical Demands
While performing the duties of this class, employees are
required to sit; talk or hear, in person and by
telephone, use hands repetitively to finger, handle,
feel or operate computers and other standard office
equipment; and reach with hands and arms. Employees are
required to walk, kneel, stoop, climb and stand and to
exert up to 50 pounds of force occasionally, and/or up
to 20 pounds of force frequently, and/or up to 10 pounds
of force constantly to move objects. Specific vision
abilities required by this job include close vision, use
of both eyes, ability to adjust focus and to distinguish
basic colors and/or shades.
Mental Demands
While performing the duties of this class, employees
regularly are required to use oral and written
communication skills; read and interpret data,
information and documents; analyze and solve problems;
interact with the general public, contractors, vendors,
public agencies, employees and others who may be
encountered during the course of work.
