Police
Services Officer
GENERAL
PURPOSE
Perform a
variety of law enforcement and crime prevention duties in
support of the Police Department.
DISTINGUISHING CHARACTERISTICS
Positions assigned to this
class are not police officers. They are distinguished from
police officers by the fact the incumbents are not AZ POST
certified, do not carry a gun, and do not make arrests.
SUPERVISION RECEIVED AND EXERCISED
Receive
general supervision from a Police Department supervisor.
Exercise no supervision.
ESSENTIAL
DUTIES AND RESPONSIBILITIES
The duties listed below are
intended only as illustrations of the various types of work
that may be performed. The omission of specific statements
of duties does not exclude them from the position if the
work is similar, related or a logical assignment to this
class.
Patrol
Services Bureau / Operational Support Bureau
·
Patrol City in a radio-equipped car; answer
low risk/routine calls in person or by telephone relating to
crimes, inquiries, or non-moving traffic enforcement of
City, County, and State laws.
·
Report situations and incidents affecting
public safety and welfare which do not require the response
of a certified police officer.
·
Contact and cooperate with other City
departments and other law enforcement agencies in matters
relating to the investigation of motor vehicle accidents or
other public safety concerns.
·
Interview drivers and witnesses as necessary
in the investigation of motor vehicle accidents.
·
Testify and present evidence in court.
·
Conduct detailed preliminary and follow-up
investigations of motor vehicle accidents; prepare related
reports.
·
Search, transport, and process prisoners as
necessary including fingerprinting, photographing, etc.
·
Issue citations relating to motor vehicle
accidents and non-moving traffic violations of City, County,
and State laws.
·
Prepare complete and detailed reports of
crimes involving persons and property.
·
Assist officers with crime scene security.
·
Process computer warrant and drivers license
checks for validity and other job related information.
·
Oversee front desk/lobby operations to
include responding to walk-in citizen’s requests.
Property
and Evidence
-
Serve as a liaison between the Police
Department and Fleet Services Division to ensure all
police vehicles are properly maintained and equipped.

Assist with budget preparation in the area
of police vehicle equipment and replacement.
-
Research and prepare appropriate paperwork
to order equipment for police vehicles. (StopSticks etc)
-
Coordinate maintenance and repair of
departmental vehicles.
-
Maintain fleet at 90% readiness.
-
Coordinate with Lojack and Pronet to have
tracking units installed in Patrol vehicles. Ensure that
the units are maintained and are in good working
condition.
-
Work with IT person to ensure the MDC’s and
equipment are installed and working properly.
-
Manage undercover license plate program for
unmarked and bait cars.
-
Have Guidepoint GPS tracking system
installed into unmarked vehicles and monitor the system
through the website.
-
Order and maintain the Wright Express cards
and logs.
-
Purchase mobile/portable radios and
accessories.
-
Coordinate maintenance of mobile/portable
on a yearly basis.
-
Manage vehicles and officer identifiers in
Orbacon Radio System.
-
Issue and maintain portable radios.
-
Back-up the PSA Equipment Officer.
-
Maintain property room.
-
Receive, document, store, release, and
destroy physical evidence.
-
Inspect property room inventory and ensure
compliance with State and Federal statutes regarding the
storage and destruction or sale of property.
-
Coordinate and arrange for the delivery and
processing of property and evidence to the state crime lab
for scientific examination or testing.
-
Maintain the security of the property
rooms.
-
Maintain logs of all property and evidence
stored.
-
Make accurate comparisons of articles from
serial numbers and/or other descriptive features.
-
Prepare property and listing of abandoned
items for auctions.
-
Attempt to locate owners of property and
return property to owner.
-
Utilize computer system to research police
reports and track property for owners.
-
Issue equipment to police employees and
maintain records.
-
Assist in collecting and preserving
evidence at accident and crime scenes as assigned.
-
Destroy weapons and narcotics and biohazard
evidence.
-
Auction, destroy, and release property in
accordance with legal requirements and authorized
direction.
-
Manage and distribute evidence for court
introduction.
-
Explain procedures to citizens when
releasing weapons.
-
Train officers on packaging evidence.
-
Maintain paperwork to show the chain of
custody.
-
Use of computer system to research cases
fitting the purge criterion.
-
Lift heavy objects in performance of their
duties.
Criminal Investigations Bureau - (Court Liaison)
·
Search, transport, and process prisoners as
necessary including fingerprinting, photographing, etc.
·
Prepare complete and detailed reports of
crimes involving persons and property.
·
Assist officers with crime scene security.
·
Transport prisoners.
·
Act as the court liaison including daily MCAO
transport of felony in custody reports; submittals and
processes for charging complaints; any prosecutorial
submittals as assigned; and receipt and response to
prosecutor “further” requests.
·
Create, process and maintain a variety of
investigative files as assigned including felony in
custody’s, run away juveniles, sex offenders, and any case
file as directed by a CIB supervisor.
·
Drive command van as directed (after
gaining command van operator certification).
·
Assist crime scene technicians and
detectives with crime scene processing and security.
·
Assist with the AFIS systems and department
photo card processes.
·
Assist with the sex offender notification
processes as indicated within departmental policy and CIB
operational procedures or as directed by a CIB supervisor.
Criminal
Investigations Bureau - (Pawn Shop Detail)
·
Reviews and disseminates information obtained
from criminal history checks of pawn applicants to the City
Tax and License Division.
·
Provides instruction and information on
reporting procedures for pawn, trading, or buying used
property.
·
Interacts with pawn and second hand dealers
concerning stolen property, placing “holds” on stolen
property.
·
Works directly with pawn detectives and
assists them on inspection details.
·
Acts as the Police Department’s hearing
liaison relative to pawn/second hand possession hearings.
·
Schedules hearings, notifies involved
parties, maintains a hearing log.
·
Performs related duties as assigned.
Community
Services
·
Conduct facility tours for the public.
·
Assist with the delivery of safety
presentations in schools and other community settings.
·
Coordinate the Crime Free Multi Housing
program.
·
Assist with facilitating Neighborhood Watch
and other community meetings.
·
Assist with planning and implementation of
citizens’ academies and similar public education
programming.
·
Prepare and maintain a variety of records and
reports relating to programming.
·
Assist with conducting security surveys.
·
Disseminate crime prevention information via
telephone, for walk-ins, and in community settings.
·
Direct citizens who may contact Community
Services seeking information and guidance.
·
Organize and maintain promotional, safety,
and informational items in assigned vehicle, work station,
and assigned storage areas.
Staff
Services / Administration
·
Manage the maintenance of vehicles for Staff
Services Bureau and Administration.
·
Assist with administrative support of the
Bureau as directed.
·
Manage the document imaging project for Staff
Services Bureau and the Professional Standards Unit.
·
Assist with the recruitment and selection
process for all new employees.
·
Participate in recruitment events.
·
Assist with CALEA accreditation process and
collection of records.
·
Assist with the training function.
·
Assist with the records management for
recruitment and training.
·
Manage the notification and distribution
process for all subpoenas.
·
Conduct research projects as directed.
Animal
Control
·
Investigate reports or complaints of dogs,
cats, or other animals creating nuisances and take
appropriate action.
·
Investigate reports of animal abuse.
·
Assist injured animals and transport for
advanced care as needed.
·
Enforce City animal control and licensing
laws.
·
Issue citations for violations of animal
control and licensing ordinances.
·
Patrol City streets and roads in a truck.
·
Search for stray dogs and other domestic
animals and livestock.
·
Capture, impound, quarantine, and dispose of
animals as appropriate.
·
Clean and maintain the animal control vehicle
and cages utilized to detain the animals.
·
Prepare and maintain a variety of records and
reports relating to animal control.
·
Explain ordinances relating to the care and
keeping of animals to the public.
·
Attend meetings and respond to related
questions and complaints.
·
Provide public education regarding animal
control.
REQUIRED
QUALIFICATIONS
·
High school
diploma or G.E.D. equivalent.
·
Possession of, or
ability to obtain, an appropriate, valid Arizona driver's
license at time of hire.
DESIRED
QUALIFICATIONS
·
College coursework in criminal justice,
specialized police operations or related field.
·
Two years of general police operations
experience in a security/public safety or related setting.

Exerting up to 100 pounds of

WORK
ENVIRONMENT
Position is subject to
working both inside and outside. Position may be subject to
atmospheric conditions: fumes, odors, dusts, mists, gases,
or poor ventilation. Position may be subject to animal
bites, scratches, etc. Position may be assigned to shift
work which includes working evenings, weekends, and
holidays.
