Plans Examiner
DISTINGUISHING CHARACTERISTICS
This class differs from Senior Plans Examiner in that the
latter conducts the most complex and difficult plan checks
for commercial, industrial and large multi-family
structures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations
of the various types of work that may be performed. The
omission of specific statements of duties does not exclude
them from the position if the work is similar, related or a
logical assignment to this class.
Fire Department Assignment
Provides correspondence on code issues by expressing code
requirements, applying fire and life safety principles and
codes, and providing technical assistance to various
personnel on City codes and adopted fire codes.
Evaluates Fire protection systems and equipment by
assessing design concepts and ensuring applicable codes and
standards are met.
Reviews construction plans for single- and multiple-family
dwellings, commercial tenant improvement projects,
residential additions, alterations and repairs for design
integrity and compliance with all applicable codes and
ordinances
Performs comprehensive analysis and examination of
building construction plans, designs, specifications and
reports; applies engineering and architectural principles
and practices to resolve problems with complex construction
objectives
Sets appropriate work load priorities
Prepares clear, accurate and concise reports,
correspondence and other written materials
Establishes and maintains cooperative and effective
working relationships with those encountered in the course
of the work
Prepares correspondence to construction industry
professionals and owners relating to required plan check
corrections and engineering details
Interprets and applies state and local codes and
regulations
Provides oral and written responses to inquiries from
construction industry professionals and building owners
concerning plan check procedures and other engineering and
code-related items
Interprets building construction plans for Fire inspectors
and makes field inspections as necessary to resolve
engineering problems and code interpretations
Assists and makes recommendations for updating codes,
regulations and plan check procedures
Provides technical support to Fire personnel
Coordinates with other City Departments in reviewing plans
for fire safety and other code-related requirements.
Prepares and maintains records.
Community Development Assignment

access reviews of various types of building construction;
assists in the issuance of building permits
Performs comprehensive analysis and examination of
building construction plans, designs, specifications and
reports; applies engineering and architectural principles
and practices to resolve problems with complex construction
objectives
Sets appropriate work load priorities
Prepares clear, accurate and concise reports,
correspondence and other written materials
Establishes and maintains cooperative and effective
working relationships with those encountered in the course
of the work

Works with other City departments in reviewing plans for
fire safety and other code-related requirements.
Represents the Building and Safety Department at meetings
as directed.
Prepares and maintains records.
REQUIRED QUALIFICATIONS (Fire Assignment)
High School Diploma or equivalent and completion with major
college course work in architecture, construction
management, or engineering; and two years of increasingly
responsible experience as a building inspector, permit
specialist or construction plan checker; or an equivalent
combination of training and experience. A valid Arizona
drivers license and a CFPE- NFPA Certified Fire Plans
Examiner or ICC plans Examiner required for Fire assignment
within one (1) year of hire.
REQUIRED QUALIFICATIONS (Community Development)
High School Diploma or equivalent and completion with major
college course work in architecture, construction
management, or engineering; and two years of increasingly
responsible experience as a building inspector, permit
specialist or construction plan checker; or an equivalent
combination of training and experience. A valid Arizona
drivers license and Combination Dwelling Inspector license
are required at time of hire. Building Plans Examiner
certification is required within one (1) year of hire.
DESIRED QUALIFICATIONS
Associates degree with major course work in architecture,
construction management or engineering. Extensive knowledge
of the technical procedures and standards of structural
engineering, architecture and building construction; means
and methods of building erection of all types of
construction; federal, state and municipal codes and
regulations governing housing, building construction,
rehabilitation, alterations, use, occupancy and setbacks;
construction and building methods related to safety and fire
prevention.

While performing the duties of this class, employees are
regularly required to use written and oral communication

mathematical reasoning; perform highly detailed work under
changing, intensive deadlines, on multiple concurrent tasks;
work with constant interruptions, and interact with
officials and the public.
