Permit Specialist
JOB OBJECTIVES
Under general supervision, performs a variety of difficult,
responsible, specialized, and Para-professional analytical
and administrative duties; provides highly responsible staff
support to a City Department, Division, or office; interacts
with City personnel and the public on technical matters; and
performs related duties as assigned.
Processes all applications for construction permits,
receive, log, route and track all plan submittals related to
development and Capital projects, collect and deposit fees.
Learns the City’s various relevant applications and systems
and be able to develop necessary reports. Conducts
administrative analysis and studies related to the
activities or operation of the assigned Department/Division.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from Department/Division
director/manager or designee. Incumbents perform a variety
of difficult and semi confidential to confidential
administrative analysis duties in accordance with City
policies, procedures and specific techniques related to
municipal engineering functions. Job assignments are in line
Departments, where incumbents are expected to assist with
program, operational and administrative functions. Exercises
no supervision.
Individuals within this classification may be assigned as:
Permit Specialist – Engineering, Permit Specialist –
Building, or Engineering Assistant.
POSITION ACCOUNTABILITIES
The duties listed below are intended only as illustrations
of the various types of work that may be performed. The
omission of specific statements of duties does not exclude
them from the position if the work is similar, related or a
logical assignment to this class. Incumbent may be assigned
one of three major functional areas:
1. Permit Specialist – Engineering
Conducts administrative analysis related to the activities
or operation of permits issued by the assigned
Department/Division in accordance with guidance and
instructions given regarding approach and expected results;
uses appropriate analytical techniques and data-gathering
processes to obtain required information; process
engineering construction permit applications, including
verification of project approval, construction comments,
bond and agreement to install forms, contractor information,
City tax number verifications and other pertinent
information; advises the public on whether proposed
construction conforms to applicable engineering
requirements, and related regulations and directives.
Compute all plan review, buy-in fee and repayment zone fees
and permit fees for applications submitted; input
information into the permitting system and record
information on the application. Receive, log, route, and
track all plan submittals related to development and Capital
projects, collect and deposit fees; performs simple plan
review of minor retaining walls, water/sewer taps for
compliance to all applicable codes and related regulations
in order to approve or deny applications for construction
permits; assist the general
public/contractors/developers/engineers and City personnel
with the interpretation of application forms and submittal
requirements. Answer questions regarding permits, plan
review submittal process and required fees; log-in and out
all plans, reports and other plan review documents for
review and distribute to the appropriate Engineer and/or
other Departments; prepare monthly, annual and fiscal
statistical reports and graphics for distribution to
appropriate Departments and agencies; perform related
duties, as assigned.
2. Permit Specialist – Building
Conducts administrative analysis related to the activities
or operation of permits issued by the assigned
Department/Division in accordance with guidance and
instructions given regarding approach and expected results;
uses appropriate analytical techniques and data-gathering
processes to obtain required information; process building
construction permit applications, including verification of
property location, legal description, lot dimensions,
property zoning, contractor information, City tax number
verification, and other pertinent information; advises the
public on whether proposed construction conforms to
applicable building codes, and related regulations and
directives; compute all plan review and permit fees, for
applications submitted. Input information into the
permitting system and record information on the application;
receive, log, route, and track all plan submittals related
to building projects, collect and deposit fees; performs
simple plan review of dwellings, additions, and alterations
for compliance to all applicable codes and related
regulations in order to approve or deny applications for
construction permits; prepare monthly, annual and fiscal
statistical reports and graphics for distribution to
appropriate Departments and agencies; perform related
duties, as assigned.
3. Engineering Assistant
Conducts administrative analysis related to the activities
or operation of permits issued by the assigned
Department/Division in accordance with guidance and
instructions given regarding approach and expected results;
uses appropriate analytical techniques and data-gathering
processes to obtain required information; assists in
developing and administering the Division daily operating
and/or capital improvement project budget; creates and
updates various databases relating to assigned
Department/Division functions; assists in gathering data
from such databases and analyzing information; assists in
monitoring and tracking expenditures and fund balances;
develops and maintains appropriate budget-related databases;
composes, revises and edits a variety of routine to
difficult reports, and informational materials; from rough
notes, drafts, dictation, and/or brief oral instructions,
types, formats, edits, revises, proofreads and prints
reports, correspondence, memoranda, contracts, agreements,
technical charts and tables and other specialized and
technical materials ranging from routine to complex;
proofreads materials for accuracy, completeness and form
compliance with policies and regulation. Provides staff
support and operational assistance to assigned Department.
Process Bonds and “Agreements to Install” forms releases
upon project completion, and other pertinent information;
receives, responds to and resolves citizen requests for
information, inquiries, concerns, complaints and problems.
Performs related duties, as assigned.
REQUIRED QUALIFICATIONS
High School Diploma or an equivalent combination of training
and experience and two years of experience in the review of
construction plans and reports, or one year of experience as
a combination building inspector, engineering inspector, or
an equivalent combination of training and experience. Permit
Technician & Combination Dwelling Inspector certification
required within two (2) years of hire.
Knowledge of techniques, procedures and methods utilized in
the plan review process. Applicable codes and ordinances
specifically
1. Permit Specialist – Engineering
Maricopa County Association of Government Standard
specification and details, and Aquifer Protection Permits.
2. Permit Specialist – Building
International building codes, Arizona State Plumbing codes,
International Mechanical codes, and other applicable codes
to the Building and Safety Division.
3. Engineering Assistant
Maricopa County Association of Government Standard
specification and details, and Aquifer Protection Permits.
DESIRED QUALIFICATIONS
Advanced knowledge of mathematical principles. Knowledge of
principles, practices and methods of administrative and
organizational analysis; public administration policies and
procedures, business computer applications, particularly as
related to data management; permit tracking, and comparative
analysis techniques and formula. Techniques, procedures and
methods utilized in the plans review process. Applicable
city codes and design guidelines as applied to various
projects. Principles and practices of sound business
communications; correct English usage, including spelling,
grammar and punctuation.

vision abilities required by this job include close vision,

ability to adjust focus.
