Permit Assistant
GENERAL PURPOSE
Under general supervision, performs a variety of difficult,
responsible, specialized analytical and administrative
duties; provides highly responsible staff support to a City
Department, Division, or office; interacts with City
personnel and the public on technical and administrative
matters; and performs related duties as assigned.
Processes applications for building permits, receives, logs,
routes, and tracks plan submittals related to development
and capital projects. Operates the City’s various software
applications to process permits and run reports. Conducts
various administrative functions related to the permitting
activities undertaken by the department.
DISTINGUISHING CHARACTERISTICS
This is the entry level position that supports other
permitting staff with analysis, plan checking, and other
activities involved with permit issuance. Incumbents work
independently and in a team setting to assist customers in
person, over the phone and via email. Completed work is
reviewed in terms of compatibility with requirements,
effectiveness and expected results.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations

Processes simple building and pool permits. Evaluates plans,
studies, designs, and reports for completeness during the
submittal process. Prepares clear, accurate and concise
correspondence and other written materials to construction
industry professionals and owners relating to building
permit processes. Assists and makes recommendations for plan
review procedures and standards.
Advise construction industry professionals on plan review
processes, timelines, impact and applicable fees and
submittal requirements. Act as a liaison between customers
of assigned area and the plan reviewers across departments.
Provide assistance to the general public and construction
industry professionals throughout the construction process.
Coordinate the issuance of Certificate of Occupancies for
new buildings. Assess fees for plan revisions and re-inspect
fees. Route building plans for review to various City
departments.
Assists the general public, contractors, developers,
engineers, and City personnel with the interpretation of
City development codes and standards. Understand and apply
State and local codes and ordinances, regulations as
applicable to the assigned area of responsibility.
KNOWLEDGE, SKILLS AND ABILITIES
High School Diploma or equivalent. Knowledge of customer
service skills and the ability to multitask.
REQUIRED QUALIFICATIONS:
One year of customer service experience. Possession of, or
ability to obtain, an appropriate, valid Arizona driver’s
license within one month of hire.

While performing the duties of this class, employees are
regularly required to use written and oral communication
skills; read and interpret information and documents;
analyze and solve problems; observe and interpret
situations; perform highly detailed work on multiple,
concurrent tasks; work with constant interruptions; and
interact with officials and the public.

The employee may work under typical office conditions where
the noise level is quiet and/or occasionally. Employees may
occasionally be required to work in outside conditions,
