Pavement
Maintenance Technician
JOB OBJECTIVES
Perform
work requiring the collection of data, evaluation and
inventory of streets, administration of resurfacing
contracts, and interacting with other departments and the
public relative to street maintenance activities.
SUPERVISION RECEIVED AND EXERCISED
Receive
direction from the Senior Off-Site Inspector and Public
Works Street Maintenance Supervisor or other management
staff. Incumbent may exercise technical and functional
supervision over assigned personnel.
POSITION ACCOUNTABILITIES – May include, but
are not limited to, the following:

Conduct inventory
of new street areas to catalogue street condition and
surface area for inclusion in the pavement management
system.

Identify and
classify pavement distress conditions;
·
Conduct on-site
evaluations to determine if the street is within standard
condition levels.
·
Prepare cost
estimates, condition summaries.
·
Collect all
required data on new City streets and enter the information
into a database
·
Maintain and
update information on the reconstruction and resealing of
existing streets.
·
Participate in
final inspections of new streets being added to the City
system.
·
Perform field
inspections of resurfacing contracts, coordinating work with
the contractor and the public or other City departments
during the construction phase of the projects on as needed
basis.
·
Collect asphalt
and concrete coring samples to assist in quality control,
quality assurance and product acceptance testing.
·
Assist in writing
or modifying bid proposals for resurfacing projects and
administer resurfacing contracts that have been awarded by
the Division
·
Check quantities
and approve invoices for the Supervisor’s signature.
·
Assist in
preparing reports for management or other City staff
relative to cost and location of upcoming resurfacing
projects or programs.
·
Coordinate street
repairs with maintenance supervisors and striping crew prior
to resurfacing by contractors.
·
Communicate with
other City employees, vendors, contractors and the public to
provide information or to resolve questions, issues or
concerns.
·
Assist Traffic
Maintenance Technician with construction projects as
required.
·
Prioritize and
prepare a daily schedule of work to be performed.
·
Assist in
conducting research, analyzing data and evaluating treatment
life cycles to establish criteria for forecasting and
treatment usage.
·
Perform
mathematical calculations related to evaluation quantities
for project material usage;
·
Estimate project
cost for completion of work.
·
Interpret maps,
project plans and blueprints to locate and inventory
additions to the City’s street networks; prepare
specifications for review and approval.
·
Perform related
duties as assigned.
REQUIRED QUALIFICATIONS
Equivalent to the completion of the twelfth grade
supplemented by course work in civil engineering,
construction or related. An Associated degree in civil
engineering, construction technology or related may
substitute for up to two years of the required experience.
Three years of increasingly responsible experience in
pavement maintenance, pavement design and resurfacing
techniques, to include one year of experience in pavement
and street condition surveying. Possession of, or ability to
obtain, an appropriate, valid Arizona driver’s license.
DESIRED
QUALIFICATIONS
Knowledge of:
The City’s major collector and residential street networks.
Pavement maintenance techniques, including various types of
resurfacing methods and materials. Use of asphalt materials
as applied to pavement maintenance. Specialized software
applications pertaining to the job tasks. Personal
computers. Manual on Uniform Traffic Control.
Ability to:
Work alone and in a team setting while exercising
considerable initiative in moving efficiently through work
assignments. Read, understand and evaluate contracts.
Communicate effectively verbally and in writing. Establish
and maintain an effective working relationship with
contractors, City staff and the general public. Learn,
understand and utilize specialized computer software
applications. Read, write and interpret technical
material. Follow complex written and oral instructions and
procedures. Operate a personal computer to input data and
generate reports. Establish and maintain an effective
working relationship with management, City staff and the
public.
PHYSICAL AND MENTAL DEMANDS
Physical Requirements:
Exerting up to 50 pounds of force occasionally, and/or up to
20 pounds of force frequently, and/or up to 10 pounds of
force constantly to move objects.
Work Environment:
Position is subject to outside environmental conditions. No
effective protection from weather. Position may be subject
to extreme heat or cold for periods of more than on hour.
Position is subject to noise and/or vibrations. Position
may be subject to hazards. Proximity to moving mechanical
parts, electrical current, exposure to chemicals, etc.
Position is subject to atmospheric conditions: Fumes, odors,
dusts, mists, gases or poor ventilation.
